As a Human Resources Specialist (Recruitment & Placement),GS-0201-13, you will perform the following major duties:
At the GS-13, in addition to duties at the lower grade level, typical duties may include:
1. Independently provides authoritative advisory services to senior management on complex, sensitive, or potentially controversial staffing matters, including interpretation and application of merit system principles, veterans' preference, and federal HR laws, regulations, and policy.
2. Advises management on recruitment strategies and hiring authorities including Delegated Examining (DE), Merit Promotion (MP), and government-wide special hiring authorities for excepted service and competitive service positions. Work with hiring managers on refining and/or developing recruitment/placement criteria to recruit for hard-to-fill highly technical, professional, and/or specialized positions in areas where a shortage of qualified personnel exists.
3. Conduct recruitment conversations with hiring managers to develop job analyses, prepare vacancy announcements, and identify/select appropriate assessment tools within an automated recruitment system to evaluate and select the best-qualified candidates.
4. Exercises delegated classification authority to develop, evaluate, and certify positions and job descriptions by applying position classification criteria and supplemental guidance to determine title, series, and grade.
5. Interprets and apply human resources staffing and recruitment principles, laws, regulations, and agency policies to accurately code, process, and track a wide variety of personnel actions-including accessions, promotions, and reassignments, etc.,

Qualifications
To qualify for this position, you must meet one of the following Basic Requirements:
GS-13: I have one or more years of specialized experience equivalent to the GS-12 level in the federal service that is typically in or related to the work of this position. Specialized experience is defined as:
Experience preparing vacancy announcements within an automated recruitment system; applying human resources staffing and recruitment principles, laws, regulations, instructions, and concepts governing HR functions to code, process, and manage competitive and noncompetitive staffing actions; advising management on staffing matters, including merit system principles, veterans' preference, and federal HR laws, regulations, and policy. Providing position management and practices, sufficient to classify federal civilian positions and creating position descriptions at multiple graded levels and occupational series; processing payroll and personnel actions and maintaining personnel files such as Electronic Official Personnel Folder (e-OPF); and reviewing case files for adherence to policies and actively participating in and responding to audits from various oversight entities.
