The United States Space Force (USSF) at Schriever SFB, Colorado Springs, CO is searching for a Chief, Plans and Programs to support Mission Delta 6 (NH-1101-04, GS-14/15 Equivalent).

Description:
The Combat Forces Command (CFC) Space Acquisition and Integration Office (SAIO) is an integrated, enterprise-level specialized services acquisition organization with program, contracting, and quality management personnel. The organization is responsible for executing a diverse $12B portfolio in support of Headquarters CFC, CFC Deltas, United States Space Command (USSPACECOM), North American Aerospace Defense Command (NORAD) / Northern Command (NORTHCOM), and other mission partners as assigned. Purpose of Position: Serve as a Program Management Division Chief, overseeing assigned portfolios that include Classified and Special Access Program (SAP) activities. These portfolios may encompass radar and satellite operations/maintenance programs, cyber and classified ISR programs, or knowledge-based services. The primary focus of this role is to set priorities, supervise personnel, mentor team members, and direct divisional activities to deliver responsive, mission-focused acquisition solutions that enhance warfighter operations. As the Program Management Division Chief, you will provide strategic leadership, foster team development, and ensure the success and efficiency of acquisition processes and programs while maintaining oversight of classified portfolio management.

- Leadership Skills: Demonstrated ability to lead, supervise, and develop diverse teams, fostering collaboration, resolving conflicts, and cultivating a positive and inclusive workplace culture.
- Acquisition Expertise: Comprehensive knowledge of DoD acquisition policies, life cycle management, risk management, and cost/price analysis, with the ability to provide expert guidance and ensure compliance.
- Classified Program Awareness: Working knowledge of managing divisions that house classified and SAP-level programs, including understanding security protocols and maintaining appropriate oversight boundaries.
- Strategic Vision: Ability to anticipate future organizational needs, develop proactive strategies, and align divisional goals with broader mission objectives.
- Problem-Solving: Strong analytical skills to identify complex challenges, develop innovative solutions, and implement effective strategies to address organizational issues.
- Portfolio Management: Proven experience managing large, multifaceted portfolios and projects, ensuring timely delivery within established cost and schedule constraints.
- Communication Skills: Exceptional ability to convey technical and programmatic information clearly and effectively to diverse audiences, including senior leadership and external stakeholders.
- Stakeholder Engagement: Skilled in building and maintaining strong relationships with key stakeholders, using tact and diplomacy to influence and negotiate effectively.
- Organizational Awareness: Broad understanding of DoD, federal agencies, and industry roles, enabling effective representation of divisional priorities and collaboration across organizations.
- Change Management: Ability to lead teams through organizational transitions, adapt to evolving mission requirements, and maintain productivity and morale during periods of change.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret /SCI security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / relocation funding is authorized.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Subject to Temporary Duty Assignment (TDY): 30 days a year.
  • May be required to be part of a source selection team; during this time the employee may be removed from telework agreement or placed on a modified agreement.
  • Required to sign a non-disclosure statement.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
  • Non-Critical Acquisition Position.
  • Prior experience as a Program Manager for services acquisitions is highly desired
  • A bachelor’s degree or higher in business, management, or other related field is highly desired
