Duties

Help

  • Plans, organizes, and directs the activities of the USCENTCOM training and exercise program.
  • Represents USCENTCOM at a variety of DoD and Joint Staff senior-level meetings.
  • Provides input to leadership concerning policy guidance and the development and execution of combined military exercises and training requirements in the USCENTCOM area of responsibility.
  • Assists with the development of budgets for the Exercise Program.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • An advance degree in International Relations, Middle East Studies/history, or related field is desirable.
  • Incumbent must be able to handle stressful, "do it now" situations on a daily basis and must often work extended hours to meet immediate, urgent request from the Division Chief, J5 Director, or Commander/Deputy/Chief of Staff.

  • Work may occasionally require travel overseas to remote locations with the CENTCOM AOR where heightened security measures are required.

  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Term position NTE _3 years hire with extension up to 5 years_; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions ,Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative techniques, including DoD and Joint management principles, methodologies, and financial management directives, to effectively plan, execute, and evaluate joint military exercises and programs for participating in or conducting major large-scale military exercises and/or multifaceted programs such as the Large Scale Global Exercise (LSGE), Globally Integrated Exercise (GIE),and the Joint Training Exercise and Evaluation Program (JTEEP); and thorough and comprehensive knowledge of the Joint Training Exercise and Evaluation Program (JTEEP) processes and capabilities, supporting COCOM exercise and training requirements, and ensuring the efficient allocation of resources and accurate program assessment. The employee will ensure established procedures are followed and develop new solutions to unique challenges posed by changing military needs, mission requirements, and evolving geopolitical contexts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of qualitative and quantitative techniques, including DoD and Joint management principles, methodologies, and financial management directives, to effectively plan, execute, and evaluate joint military exercises and programs.
  • Knowledge and practical experience in combat and non-combat operations, including Joint Exercise and Training processes, to oversee strategy development, policy implementation, and long-term planning for Mission Rehearsals and crisis response exercises.
  • Knowledge of the Joint Training Exercise and Evaluation Program (JTEEP) processes and capabilities, supporting COCOM exercise and training requirements, and ensuring the efficient allocation of resources and accurate program assessment.
  • Skill and ability to plan and organize complex joint military exercises and provide technical expertise in the execution and evaluation of battle staff training events.
  • Ability to analyze and adjust work operations across multiple organizational segments, ensuring program requirements and objectives are met through efficient resource allocation and reallocation.
  • Ability to communicate effectively, both orally and in writing, with senior leadership ensuring clarity in conveying policy, planning, and operational recommendations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
