Internal Permanent Air Force Employees in the Civil Engineer Career Field Only

Duties

Help

DUTY 1
In a Career Broadening capacity, serves as the senior strategic and integrated planning advisor/technical expert consultant and represents the Chief, Mission Assurance Integration Division in matters relating to civil engineering and provides leadership to all phases of the organization's work.

DUTY 2
Performs Career Broadening assignments involving integrated planning, organizing, and oversees the activities of the AF/A33B. Develops goals and objectives that integrate organization and the Air Force objectives.

DUTY 3
As a Career Broadener, exercises independent judgement to apply technical expertise performing a broad range of highly complex qualitative and quantitative analyses of programs and policies which have major impact on the organization's mission.

DUTY 4
In a Career Broadening capacity, represents the concerns of the Air Force at senior strategic meetings and conferences; prepares staff studies and various documents to meet special needs; develop and gives oral presentations; leads and/or serves on steering committees.

  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Position may be subject to random drug testing
  • Employee may be required to travel TDY to perform assigned duties on commercial or military aircraft.
  • Employee may be required to work other than normal duty hours to provide direct support to leadership, conferences, or special initiatives.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include expertise in integrating activity management plans across diverse fields, including real estate, facilities, compliance, and finance, supported by a thorough knowledge of program requirements from executive orders, federal laws, and DoD/DAF policies to plan and develop projects, and effectively negotiate with management to implement significant and innovative changes to established concepts and procedures. To be creditable, the specialized experience must have been at the GS-12 grade level or equivalent under other pay systems in the Federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-14 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery of knowledge of a broad range of program management (comprehensive strategic planning, asset management, mechanical, civil, electrical, and environmental) and engineering concepts, principles, and practices and knowledge of Air Force Mission Assurance goals and objectives.

2. Extensive knowledge of a broad range of problem-solving methods, practices, and techniques used to determine viable approaches and solutions in communicating new concepts, goals, and objectives, including Air Force Service Development and Delivery Process and Business Process Re-engineering.

3. Expert knowledge of change management approaches, tools, development, utilization, and tracking of performance metrics, and phases of the project lifecycle.

4. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations.

5. Skill in conducting regular or periodic reviews of subordinate organization programs and evaluating results to assess accomplishment of USAF program requirements.

6. Ability to research and interpret congressional language and DoD and federal agency regulations, policies and public laws, to incorporate into Air Force policy and guidance.

7. Ability to communicate effectively both orally and in writing and maintain good working relationships to gain support for program goals.

8. Ability to recognize and analyze programs and situations and develop rules, regulations, and procedures for timely and economical solutions.

9. Ability to develop long-term strategic plans to formulate, justify, and defend assigned program. Thorough understanding of program requirements in order to develop a fully coordinated staff input to the PPBE process.
