Duties

Help

  • Exercises supervisory personnel management responsibilities, assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of employees.
  • Conducts in-depth analyses and applies analytical IT processes and supporting tools to the planning, design, acquisition, implementation, and corporate program management of new and improved information systems and technologies to meet the business requirements of customer organizations.
  • This position will serve as AFTC Center Senior Functional - Cyberspace Operations Support
  • Serves as the senior advisor and supports/develops/implements action plans and roadmaps for enabling IT capabilities and IT investment strategies in support of the center communication and information goals and objectives
  • Assesses corporate policy needs and develops plans, policies, and procedures supporting AFMC IT activities in support of communications and information goals and objectives
  • Leading senior technical personnel and/or multidisciplinary teams in the execution of large-scale programs, while providing expert consultation to executive leadership and external stakeholders
  • Plan and develop long-range objectives and milestones for enterprise-level IT projects
  • Approves proposed new systems, networks, and software designs to mitigate potential security risks
  • Establishes, develops, and maintains effective working relationships with senior leadership and MAJCOM, AF working groups, other federal, state, county and local city officials, union representatives, community groups, etc.
  • Oversee ongoing and highly complex coordination between work groups both inside and outside the organization

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Series located here.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower pay band NH-03, grade GS-13, or equivalent in other pay system. Specialized experience is developing and maintaining strategic plans; assessing policy needs and developing policies to govern IT activities; providing policy guidance to IT management, staff, and customers; defining current and future business environments; preparing IT budgets; managing IT investment portfolios; establishing metrics to measure and evaluate systems performance and total cost of ownership; identifying and addressing IT workforce planning and management issues, such as recruitment, retention, and training; conducting audits of IT programs and projects; and/or ensuring the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of planning and management services.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Detailed corporate knowledge of IT governance and requirements processes and techniques. Knowledge of AFTC missions and objectives, policy and planning formulation processes, and customers' business processes and operations in carrying out project assignments consisting of several related tasks.
  2. Comprehensive knowledge of capital planning and investment management standards and processes, and skill in performing and understanding cost benefit analyses to make sound IT decisions.
  3. Comprehensive knowledge and mastery of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, security methods and principles, and IT tools, methods, and techniques, as well as life cycle management concepts, architecture processes, integration techniques, and testing methods.
  4. Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
  5. Ability to maintain an up-to-date awareness of technological advances and Internet technology applications and related security aspects, and predict how management and assigned customers can meet future capability requirements.
  6. Skill in designing and conducting comprehensive management studies, administrative communications, and preparing solutions to broad, important, and severe customer issues.
IDEAL CANDIDATE:
Extensive experience integrating complex, high-risk technical programs across multiple organizations, exercising broad latitude in decision-making with minimal supervisory direction, and resolving issues with substantial operational and financial impact. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. Ability to communicate both orally and in writing, develop professional presentations for senior leadership as well as deliver/brief higher headquarters, distinguished visitors to include community groups, key customers and coordinating officials. Demonstrated ability to managing large and complicated IT projects with emphasis on schedule, cost, and delivery of custom software; and evaluating procedures for the analysis, designs, developments and testing of custom, integrated IT applications. Previous experience at an installation, Numbered Air Force, MAJCOM or Headquarters Air Force is highly desired.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
