Help

Specific duties include:
The incumbent will work as a member of the Loan Management division.
-Directs the formulation of plans and policies for nationwide application governing the servicing, oversight, termination, guaranty claim payment, and post audit of VA guaranteed loans.
-Reviews employee recommendations on compliance cases based on quality criteria schedules in Loan Management.
-Reviews reports, audit results, and associated loans to recommend concurrence or disagreement with the conclusions of the Loan Management staff.
-Directs the staff Loan Specialists in formulating and recommending to the Assistant Director for Loan and Property Management proposed directive material.
-Decisions and policy interpretations established at this level directly affect program consistency, loan servicing outcomes, claim payments, and compliance actions nationwide.
-Represents VA by participating in conferences and conference calls with top officials of other government agencies, mortgage servicing institutions, industry trade associations, attorneys, etc., concerning problems relating to mortgage servicing, housing credit laws, secondary markets, and other problems in the housing loan field.
-Acts for the Assistant Director for Loan and Property Management at the Assistant Director's discretion, and during the Assistant Director's absence. When serving in this capacity, exercises delegated authority to make operational and program decisions necessary to ensure continuity of nationwide program operations.
-Makes recommendations to enhance or change systems and processes to improve the delivery of VA Home Loan Benefits to Veterans.
-Directs the daily operation of the Loan Management section including the direction of technical staff members.
-Exercises managerial responsibility for workload planning and resource utilization to ensure nationwide program objectives, production goals, and service delivery requirements are achieved.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/07/2026.

Individual Occupational Requirement (IOR): There is an IOR that must be met to qualify for the GS-1165 series. In order to be found qualified position, your resume must demonstrate you have:

Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work;

OR

Education Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology

AND

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.


MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-14 Grade Level:
  • Specialized Experience: One year of specialized experience equivalent to at least the GS-13 level is required. Experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is characterized by applying a wide range of concepts, approaches, practices, regulations, policies, precedents, and analytical, and procedures related to VA guidelines and regulations. The incumbent is knowledgeable in most facets of mortgage industry operations and policy, including workflow dependencies, methods, and measures pertaining to the program. Expertise would display advanced understanding of the concepts outlined in the VA Lender's Handbook, VA PAM 26-7 and 38 CFR 36.4337 and demonstrated leadership experience.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work performed is usually sedentary, but does involve walking, bending, lifting and carrying of objects and the operation of a motor vehicle.

Supervisory Situational Judgement Test: Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment, decision-making, and leadership competencies associated with effective supervision in a Federal work environment. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. This assessment is required for all applicants.
