Duties

Help
  • Confers regularly with the CNMF CDR and DCDR, both General officers, other senior leaders andmembers of the Command's executive team to discuss the state of the DOD cyberspace mission.
  • Refines broad-based strategic and operational objectives and priorities, based on current and rapidly-evolving world events and direction from higher echelons.
  • Based on these analyses and own comprehensive knowledge of the mission, defines and presents for review/endorsement comprehensive strategic operational initiatives and objectives to be employed by the CNMF.
  • Communicates cyberspace operations program objectives and priorities, and advocate for the active support of the diverse community of partners whose cooperation is essential
  • These initiatives and objectives will change over time, but establishment and maintenance of a baseline of strategic operational initiatives and objectives is essential to establish broad parameters and priorities for resource planning/allocation.
  • In concert with other CNMF staff elements and functional competencies, leads and/or facilitates national-level meetings, discussions and negotiations to identify, deconflict and coordinate strategic and operational cyberspace operations requirements.
  • Represents the CNMF as an actively participating member of Command and inter-agency working groups, tasked to study and provide comments and recommendations on issues of broad interest to the cyberspace mission community.
  • Maintains and extends working relationships with professional peers throughout the cyberspace mission community to solicit, obtain and, as authorized, exchange information on strategic and operational trends.
  • Facilitates action on particularly operationally-urgent and short-fused briefing development efforts.
  • Supports competency managers efforts to build the SME teams required to address analyses, identify analytical strategies and methodologies, and disseminate tasking and coordinate activities within and outside the Command.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

One year of specialized experience would be demonstrated by: 1) Evaluating the requirements of cybersecurity strategies for alignment with the organizational goals in order to make recommendations to senior leadership; AND 2) Analyzing the advantages and disadvantages of courses of actions to find the most effective option; AND 3) Synthesizing information in to comprehensive oral and written formats to present to senior leadership.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • This position is in the Professional Work Category at the Expert Level within the CES Occupational Structure.

  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
  • Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
