As a INDUSTRIAL SECURITY SPECIALIST (SENIOR RISK MANAGEMENT TEAM LEAD) you will be responsible for the following duties:

  • Oversee, review, edit, approve, and prepare routine and non-routine, highly complex and non-routine contractor-drafted Risk Mitigation Strategies (RMSs), ensuring all products meet prescribed quality standards and adhere to IC analytic and internal style guides.
  • Provides highly technical direction, coaching, and mentoring to less experienced team leads, government staff, and contractor personnel on advanced research processes and analytical procedures.
  • Prepares non-routine, highly complex RMSs on sensitive cases, ensuring the final product adheres to the highest unit quality and IC analytic standards.
  • Identifies systemic areas for improvement, independently determines and develops courses of action, and implements solutions to enhance workflows, revise products, and update internal guidance.
  • Manage team workload through strategic task prioritization and coordination, and monitor contractor compliance, providing performance input and reporting any concerns to supervisors and the COR.
  • Independently respond to information requests and conduct in-depth studies and metrics analysis to inform leadership decisions and updates to policy and procedures.
  • Prepares and delivers authoritative briefings and training to internal and external senior customers and independently responds to complex requests for information on behalf of the unit.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:

  • Applied a comprehensive understanding of multiple security disciplines to manage and resolve complex security risks within the risk management framework.
  • Integrated threat intelligence from and counterintelligence programs into the risk assessment process to inform risk determinations for assigned cases.
  • Effectively employed a wide range of agency processes, systems, and tools to conduct vetting and develop mitigation strategies for companies.
  • Analyzing various company types, including their corporate governance, ownership, and control, to uncover ultimate beneficial ownership and potential Foreign Ownership, Control, or Influence (FOCI) risks and vulnerabilities.
  • Analyzing complex and multi-layered corporate structures, including their governance, ownership, and financial documentation, to identify and assess significant risks and vulnerabilities related to foreign influence and financial stability.
  • Independently managing and completing recurring, complex assignments to review, edit, approve, and coordinate Risk Mitigation Strategies (RMSs) with tailored controls, mitigating risks from companies involved in classified or sensitive contracts.
  • Independently managing and completing a caseload of recurring, complex evaluations Risk Management Strategies (RMSs), applying security, business, and intelligence expertise to inform agency and customers of critical national security risks and vulnerabilities, including reviewing the work of others.
  • Gathering complex security and business findings into clear and persuasive written products and oral briefings to advise senior-level government and industry leaders and justify risk assessment outcomes.
Specifically you will be evaluated on the following competencies:
1. Vulnerabilities Assessment and Management-Conduct assessments on threats and vulnerabilities, determine the level of risk, and develop and recommend appropriate mitigation countermeasures in operational and non-operational situations. Conduct assessments in a counterintelligence context to protect against espionage, other intelligence activities, and sabotage conducted for or on behalf of foreign powers, organizations or persons, or international terrorist activities.

2. Program Security- Employ an array of traditional, acquisition and security measures to sustain secrecy of highly sensitive United States Government programs and/or activities. Prevent unauthorized disclosure of national security program information throughout the program lifecycle.

3. Decision Making- Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.

4. Leadership- Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.

Mission Statement
The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows:

- Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities
