Summary

The primary purpose of this position is to serve as the Single Sailor and Fleet Recreation Program Manager. The incumbent is responsible for the development, organization, facilitation, marketing and evaluation of recurring and nonrecurring programs and is responsible for serving the diverse needs of patrons.

Duties

Help

A. Duty: Liaison Functions 10%
The incumbent is the primary liaison between the fleet and the shore MWR programs. Incumbent is responsible for directing the development, implementation and evaluation of recreation programs for in-port and deployed fleet units. Incumbent delivers recreational programs to the shipboard community and facilitates fleet participation in departmental activities.
B. Duty: Supervisory Responsibilities 30%
Supervises and schedules work for recreation aids, guides, bus drivers, interns, volunteers, and contract employees. Provides necessary on-the-job training for personnel staff and prepares evaluation on their performance. Responsible for carrying out EEO policies and communicating support of these policies to staff and employees. Directs the recruitment and utilization of volunteers for various MWR activities and programs.
C. Duty: Program Responsibilities 30%
Manage and oversee the growth, development, marketing and day-to-day operations of the LIBERTY Program and Fleet Recreation Programs at East Sound, Naval Station Everett. Trips and activities are planned to introduce Sailors assigned to East Sound ashore and afloat commands to a variety of recreational experiences.
Assists afloat commands in the administration and development of a comprehensive and well-balanced recreation program within the framework of established policies and guidelines. Plans, formulates and conducts periodic reviews which include audits and examinations of unit recreation fund financial management reports, inventories, cost systems and operating policies to determine validity and compliance with prescribed accounting and Navy regulations. Prepares statements of findings and recommendations.
Directs the development, implementation and evaluation of recreation programs for fleet units both deployed and in-port. Utilizes military and civilian resources to meet recreation needs of Afloat Commands. Supports Type Commands in expediting resolution of recreation program concerns. Facilitates assessment of fleet recreation needs.
Manages the CNIC fleet exercise/recreation equipment grant program for East Sound homeported ships. To that end, the incumbent takes part in conducting surveys of homeported ships to determine exercise/recreation equipment needs, both short term and long term. The incumbent is involved in distribution. Proper administration of the program requires extensive record keeping and attention to detail.

Incumbent prepares and presents briefings, orally and in writing to personnel at all levels of command including Commanding Officers and spouse support groups.

Incumbent examines port visit locations and facilitates program support for ships, including those within private shipyards, and family support programs during deployment periods.

D. DUTY: Training Support 10%
Provides training support to shipboard recreation services officers and fund custodians and senior audit board members by presenting the BUPERS Fleet Recreation Management Course as a qualified course manager. Designs and conducts training and provides technical guidance and assistance in the functional areas of recreation program non-appropriated fund accounting, auditing, budgeting, procurement, general program administration and unit fund management.

E. Duty: PROGRAM EVALUATION RESPONSIBILITIES 10%
Evaluate effectiveness of on-going programs based on participation, patron satisfaction, comment cards, and computer-based surveys. Utilizes patron surveys and track results for program improvement. Recommends program changes and additions according to seasonal changes and patron input. Evaluates recreational needs on a continuing basis by interest surveys end personal contact with individuals and groups to determine specific needs. Compiles results to determine if new programs should be offered, expanded, curtailed or eliminated. Evaluates all programs to determine break even and overall affect on its participants.

F. DUTY: FINANCIAL RESPONSIBILITIES 10%
Prepare and justify annual and quarterly operating budgets for LIBERTY and Fleet Recreation programs. Preparation requires a needs assessment of populations served, inclusion of projected payroll and training expenses allowing for purchasing, upkeep of facilities/offices, program expenses, and projected supply needs, contractual expenses and other SAP line items. Tracks and accounts for Credit Card purchases maintaining up-to-date records and proper documentation.

  • Hours of work will vary as required by the needs of the program to include split days off, evenings, weekends and holidays.
  • May be required to work early, late and on weekends and holidays.
  • Subject to recall regularly.
  • Wears protective clothing and equipment as situations warrant.
  • Starting May 7, 2025, non-affiliated individuals requesting access will need a REAL ID-compliant driver's license or another acceptable form of identification to access CNRMA Installations. (review required documents section for more information.)
  • Occasional travel of less than 10% may be required.

Qualifications

Factor 1. Knowledge Required

A Bachelor's degree in Recreation Management or closely related field is desired. A minimum of three years of specialized expereince recreation programming may be substituted for a formal degree.

Knowledge of the principles of recreation and Navy policy and procedures directing proper administration of Fleet recreation operations.

Ability to accomplish work through others. Skill to define work assignments, set deadlines, establish work schedules, develop employee evaluations, implement EEO policy, and goal setting. Ability to define requirements.

Ability to present briefs and training lectures. Possesses strong communication skills and ability to communicate with targeted 18-24 year old age group of single military personnel, advisory groups, MWR and community program personnel and Iocal community program representatives and vendors.

Knowledge of NAF and APF funding sources and procedures for securing funds through Echelon I, II, and III Commands. Ability to view financial statements to determine budget status of the program.

Knowledge of marketing and promotion techniques that will motivate and encourage program participation.

Requires certification in CPR and First Aid.

Requires a driver's license and ability to drive a 15 passenger van.

Must be able to operate a computer and have an in-depth knowledge of software packages such as Microsoft Office, Word, Excel, and Internet Explorer.

Education
