This National Guard position is for a FINANCIAL MANAGER, Position Description Number T5133000 and is part of the NM USPFO, National Guard.
This position is located in the Army Comptroller Division in the US Property and Fiscal Office (USPFO). The primary purpose of this position is to serve as the Chief Financial Officer (FM) for the state Army National Guard (ARNG). Coordinates financial programs, which support the national and worldwide missions of the Department of Defense (DoD), by translating actions, both past and proposed, into meaningful and relevant information for use in the leadership and management decision-making process. Establishes the methodology for an effective and broad system of financial control ensuring the maximum utilization of all financial resources. Supervises professional, technical, and administrative personnel engaged in multifunctional tasks.
Directs financial management policy in support of the ARNG military organizations and units. As Chief, Financial Officer maintains statutory responsibility for the proper obligation, accounting, disbursement, and administrative control of all federal funds allocated to the state. Determines the impact; and implements courses of action regarding projected DoD, Department of Army (DA), National Guard Bureau (NGB), Inter-Service, and non-DoD governmental programs that affect ARNG plans, policies, and missions. Ensures the full disclosure of accounting information, sound reporting methods, and analytic interpretation of financial posture. Establishes and directs financial policies to ensure compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, national and local policies enabling the optimum use and control of financial resources.
Serves as the principal financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council (PBAC). Provides advisory services through briefings, conferences, advisory committee meetings, etc, on a regular basis. Advises, supports and facilitates management decisions concerning financial considerations, such as the availability and appropriate use of Federal funds. Based upon reports and data derived from financial systems, analyzes strengths and deficiencies, advises, and makes recommendations to the USPFO, primary staff, Chief of Staff and the AG. Assures the AG's priorities are integrated in and supported by the financial plan. Recommends to the USPFO actions to be taken regarding the implementation of the financial plan.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination.

SUPERVISORY CONTROLS:
Works under the general supervision of the USPFO who provides general policy guidance and is delegated commensurate authority to make final decisions and commitments within broad parameters of financial management. Performs assigned duties on own initiative and in accordance with established policies and procedures, applicable regulations, directives and statutory limitations. Work performance is evaluated in terms of effectiveness and adequacy with respect to existing policies.

May be required to successfully complete a trial period.
Participation in direct deposit is mandatory.
Incumbent is required to submit a Financial Disclosure Statement, Confidential Financial Disclosure Report upon entering the position and annually.
Must be able to obtain and maintain the appropriate security clearance of the position.
This is a Testing Designated Position (TDP). The employee is subject to random drug testing.
Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program.
This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Qualifications
GENERAL EXPERIENCE:
- Skill in collecting and analyzing data effectively, efficiently, and accurately;
- Ability to plan, direct, and coordinate difficult and complex programs;
- Ability to develop, apply, and adjust financial plans and policies to attain agency objectives;
- Ability to select, develop, and supervise a subordinate staff;
- Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness;
- Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program;
- A broad knowledge of agency operating programs;
- A broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management
- Skill in applying procedures and directives by reading and interpreting program material;
- Skill in training, mentoring, and problem solving;
- Ability to make oral and written presentations in a clear and concise manner;
- Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
- Ability to write English in reports and presentation formats;
- Ability to communicate clearly and effectively;
SPECIALIZED EXPERIENCE: Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade.
Financial Management Certification Requirements: Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.
-The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs.
Education
Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

Relocation Incentive: An authorized management official approves a relocation incentives paid in accordance with this volume to a current federal employee who must relocate, without a break in service, to accept a position in a different geographic area. Employee must establish a new residence in the new geographical area and maintain residency for the duration of service agreement. Employee must have a current and "Fully Successful" performance appraisal immediately prior to the move.
