THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the FACILITY PLANS AND PROGRAMS MANAGEMENT SPECIALIST, GS-1601-12, is to manage the planning, programming, and real property responsibilities for ARNG facilities engineering and management programs. Responsible for the technical and administrative development, coordination, and execution of Military Construction Army National Guard (ARNG MILCON, MCNG), Real Property Operations and Maintenance (RPOM), State Capitol Programs (SCFR) and all ARNG facilities. Responsible for the statewide Installation Status Report (ISR). The incumbent provides supervision, subordinate guidance and team leadership to DS (Dual Status), DoD Title 5 civilian employees and/or state employees. Incumbent performs long-term planning and organizational development necessary to accomplish facilities engineering and management program functions in support of programs essential to state ARNG daily operations, training, and readiness missions. Fosters and environment conducive to teaming among service providers and customers to meet state ARNG requirements.

  • Responsible for the acquisition, management, and termination of real property interests; maintenance of real property accountability, and other real property inventories. Determines and recommends appropriate methods of acquisition, (i.e., transfer, exchange, agreement, license, lease, permit, purchase, reassignment, etc.). Develops clauses outlining terms and conditions related to contracts, leases, licenses, and other authorizing documents. Negotiates terms and conditions to maintain compliance, satisfies the needs of the users, and maintains cost efficiency.
  • Oversees development, maintenance and update of ARNG Energy Programs. Researches energy providers; new energy systems and technology; and state and Federal regulations. Interprets economic impact of energy laws and policies, recommends new technology/equipment, and advises staff of impact. Maintains close liaison with senior ARNG commanders and personnel, state and local government authorities, the Corps of Engineers and NGB.
  • Plans and schedules work in a manner that promotes a smooth flow and even distribution. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Accepts, amends, or rejects work presented by subordinates.
  • Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training and space to ensure success in meeting goals and objectives.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications

FACILITY PLANS AND PROGRAMS MANAGEMENT SPECIALIST, GS-1601-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience serving as a principal advisor and action officer to the Construction and Facilities Management Office on all proposed construction, maintenance, and facilities management plans within the state; Experience providing guidance and direction on project scope, preparation of project estimates, economic analyses, and programming documents; Experience overseeing management of all ARNG real property.

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard, will lose their Competitive Service status to become Excepted Service. Competitive Service applicants who are Career and have completed the three year service requirement permanent tenure (Block 24 reflects "1") are eligible for lifetime reinstatement rights. Competitive Service applicants who are Career Conditional and have not completed the three year service requirement (Block 24 reflects "2") are eligible for three year reinstatement rights.

As a condition of employment, new appointees are required to serve a trial period. Individuals who are initially appointed to a permanent or indefinite position in the CMD must complete a one (1) or two (2) year trial period subject to appointment type (DSMT or T5) and veteran's preference. Trial periods for federal excepted service employees are established under 5 CFR Chapter I, Subchapter A-Part 11.
