Summary

This position serves as the Supervisory Supply Technician for the Environmental Management Service within the Richmond VA Health Care System. As a Supervisory Supply Technician, you will ensure that supplies and material are distributed to all areas serviced by Environmental Management by directing, supervising and managing the primary inventory point that receives, stores and issues supplies and materials for both clinical and administrative service areas of the medical center.

Help

  • The incumbent is responsible for performing technical and administrative supervision to staff assigned to the Supply/Linen/Uniform Distribution section.
  • Plans work to be accomplished by subordinates, sets and adjusts short and long term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
  • Conducts meetings with employees for the purpose of relaying information and for obtaining feedback from employees for possible methods to improve the function of the section
  • Responsible for controlling leave of subordinate employees and has the authority to approve and disapprove leave; evaluates work performance of subordinates
  • Gives advice, counsel, or instruction to employees on both work and administrative matters
  • Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions;
  • Hears and resolves complaints from employees; resolve disciplinary actions, such as counselling, reprimands and recommending other action in more serious cases;
  • Responsible for accountability and control of the CVHCS textiles and uniforms and oversees and controls inventory transactions for EMS. These activities include inventorying items, purchasing items, physically receiving items from a Primary Inventory Point or vendor, transporting supplies from the dock to the user's locations, unpacking outer shipping containers, and putting items away at the user's location.
  • The incumbent monitors stock levels, revises replenishment frequencies, rotates stock, and performs assigned inventory management tasks to maintain uninterrupted supply support for an assigned area.
  • Through constant and strict monitoring and surveillance of the managed commodities, the incumbent is responsible for ensuring the products are available for use when and where needed.
  • The appointee is responsible for maintaining computer files, card files and all records necessary for accountability and statistical records for preparation of reports needed by the Deputy Chief, EMS/Textile Care Manager (TCM) and maintains linen, uniforms, supply inventory records and utilizes the records to recommend purchases. Items stocked tend to be unpredictable in demand and technical in nature due to the special requirements at this medical center. Patients at this medical center have special needs due to the types of injuries and age of the veteran population served.
  • The incumbent must take appropriate action to react to low stock levels and alter processes to prevent a reoccurrence of low stock. The incumbent has full authority to execute proper inventory adjustments, purchase items, process stock returns for credit, and make cataloging decisions for inventory items.
  • The incumbent monitors due-in actions, back-order reports and delinquent delivery reports and takes proper action to keep delinquent deliveries to an acceptable minimum level.
  • The incumbent regularly reviews and analyzes stock data to assure the most economical levels are maintained and to assure an acceptable accuracy level.
  • The appointee is also accountable for conducting linen usage studies under the direction of the Deputy Chief, EMS/Textile Care Manager (TCM) and recommends corrective action of improper linen usage.
  • The applicant also must enter work orders relative to his/her work area in a timely manner for repairs to be completed and/or improvement made.
  • The incumbent has procurement authority limited to the small purchasing procedures, up to $10,000.00 and is responsible for the procurement of both routine and non-routine variety of textiles, maintenance, general, services, laundering and cleaning chemicals to support EMS.
  • The incumbent independently determines the best purchasing and payment method to utilize, i.e. purchase order, IMPAC purchase card, etc. The incumbent is given wide latitude in determining the best acquisition process and initiating actions to complete the purchase using the most beneficial method available.
  • The incumbent is delegated as a fund control point official and has the authority to commit funds to initiate the procurement process. The incumbent must track and reconcile purchases and fund control point activity in order to assure funding levels are not exceeded on any purchase.
  • The incumbent will also serve as a back-up driver as needed.
  • Incumbent must possess and maintain a valid State Driver's License

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,04/13/2026 .


Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing supplies and material to clinical and administrative areas of a complex health care facility; scanning, bar-coding, receiving, storing and distributing medical and surgical supplies, instruments and other material; pulling stock, replenishing stock and maintaining records on stock levels; monitoring expiration dates; cleaning assigned areas in accordance with aseptic principles; utilizing an automated system to maintain inventory; and answers customer questions regarding supplies and materials.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.


Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). With proper assistance, moves heavier items weighing over 40 pounds. This level of physical demands occurs, for example, when employees are regularly assigned to activities such as tracing misplaced items or conducting physical inventories in warehouses, and other storage areas, or when they are regularly involved in stocking and retrieving items from shelves and cabinets. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
