Help

The Voluntary Services Officer serves as the chief of the facility's CDCE/Voluntary Service office reporting directly to a member of the executive leadership team of the facility. The Voluntary Services Officer is free from technical supervision subject to only administrative direction from executive leadership team or designee. The incumbent is provided administrative direction in only very broadly and generally defined program goals. The incumbent is responsible for independently developing program goals and objectives; designing, planning and carrying out program operations; resolving problems and conflicts that arise, and keeping the supervisor informed of progress and controversial or unprecedented situations.

Duties are to be reviewed must be carefully examined, checked or evaluated to ensure they are understood accurately, or completed properly.

Program Management, Personnel/Training, Supervisory Responsibility, Strategic Planning Factor Levels Knowledge Required, Customer Service, Automated Data Processing (ADP) Security, Information Security and Confidentiality, Safety, Patient Safety.

Duties include, but are not limited to:

  • Comprehensive knowledge of VA mission, vision, values, strategic goals and priorities, VHA programs and services, and healthcare system-specific programs to identify how community resources may improve patient outcomes and increase effective and efficient operations.
  • Understanding of the principles of volunteer management, strategic fundraising, and philanthropic engagement to develop key community relationships, and leverage community support and advocacy; alignment to VA, VHA, and facility goals, priorities and critical needs.
  • The Voluntary Services Officer utilizes laws, regulations, handbooks, policies, and technical publications both within and outside the United States Government. The guidelines serve as a general framework in which to develop policies, manuals, and procedures for the execution of the local Office of CDCE/Voluntary Service philanthropic and fund development programs.
  • The Voluntary Services Officer is responsible for the development of policies, concepts, and required constant analysis and evaluation of factors that directly affect national VA priorities. The incumbent designs, manages and administers an effective philanthropic and fund development program to include obtaining new community resources while maintaining current outreach programs.
  • The purpose of the work is to analyze and evaluate major administrative aspects of substantive, VA mission-oriented programs in the local VHA, VBA, NCA, State Veterans Homes, State Veterans Cemeteries, Vet Centers, and Federal, state, and local government organizations. The work involves developing short and long-range program plans, goals, objectives, and milestones, and evaluating the effectiveness of programs at VA facilities in the local area.
  • Contacts are within and outside the agency, including high-ranking officials of national organizations, national, state, and local governments and Veteran Service Organizations, Corporate Donors, Community Groups, municipal, state and congressional dignitaries, private industry organizations (for profit and non-profit), military organizations, executive facility leadership and staff.
  • Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS - 11in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Voluntary Services Officer (Chief). Qualifying specialized experience includes planning, scheduling, executing special events involving community leaders, staff and visitors; developing and proposing policies and innovative programs governing voluntary services; managing general post fund accounts and other financial accounts; representing a volunteer program on speaking engagements before service, fraternal, and civic organizations; and making presentations for diverse audiences and varying sizes from small meetings to large conferences., but are not limited to:
  • Systems Thinking Performs analysis that focuses on the way that a system's constituent parts interrelate and how systems work over time and within the context of larger systems; considers the whole system and recognizes links between everything from the complex network of global to departmental priorities

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:

Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold).

Work is typically performed in an adequately lighted and climate-controlled office. Requires occasional travel, local and national; movement between worksites include outpatient clinics, VBA regional offices, or national cemeteries. Extended evening or weekend work hours may be required. Work may also take place in a variety of settings including outdoor in various temperatures, crowded conferences or conventions for outreach and other events.

Education

Education and Experience Requirements (GS-11/above)

Graduate Education: Master's degree in economics, statistics, mathematics, applied sciences, law, or other fields related to the position is qualifying for GS-11 research positions. Total undergraduate and graduate study must have included at least 9 semester hours in mathematics and statistics and 9 semester hours in economics. Degree work must have included independent study or research in regulatory impact. Theory courses, without independent study or research, are not sufficient to demonstrate ability to per-form at the GS-11 level.
