Duties

Help

As a HR Assistant (Military), GS-0203-07, the following will be your duties:

Assist commanders and supervisors on human resources (HR) programs affecting full-time employees and AGRs. Monitors nexus between full time personnel and military readiness and advises leadership on impacts of military decisions on full time personnel management. Assists in training supervisors throughout the organization on all military human resources issues. Conducts periodic briefings for staff, commanders, and administrative personnel to promote a full understanding of all aspects of the assigned program. Accomplishes/oversees the accomplishment of technical support work in each of the functional areas within this program area. Incumbent has responsibility/accountability for assigned program accomplishment.

Processes human resources transactions related to recruitment, placement, classification, employee and labor relations, benefits, entitlements, training, and incentive awards. Advises, and provides comprehensive procedural and technical guidance to managers and supervisors in the areas of recruitment, placement, separation, and retirement. Coordinates, develops draft vacancy announcements, and prepares requests for vacancy announcements for HRO action. Distributes full time announcements to all units/sections. Distributes full time announcements to all units/sections. Analyzes and evaluates individuals' basic eligibility for temporary appointments. Tracks and coordinates hiring system actions for Wing. Coordinates the completion of necessary documents of civilian personnel who deploy, mobilize, separate, retire, etc.

Provides guidance on benefits and services including, but not limited to: thrift savings plans, life insurance, health insurance open seasons, leave and pay inquiries, uncommon tours of duty, Office of Workmen's Compensation (OWCP) claims, disciplinary actions, performance ratings. Processes requests for training and incentive awards. As the human resources liaison representative, coordinates human resources transactions on a daily basis with management officials, technicians, the ANG organization/unit and HRO.

Conducts initial in processing and orientation of new employees. Explains eligibility for leave, health benefits, life insurance as well as local organizational/base policies. Conducts exit interviews and explains entitlements such as retirement plans and refunds, continuation of insurance benefits, etc. Makes arrangements for eligible separating employees to receive retirement counseling, explanation of severance pay entitlements and other appropriate benefits or services. Obtains vacancy requirements from functional area supervisors, prepares drafts and requests for vacancy announcements. Forwards request to the HRO for final approval. Upon receipt of the announcement, incumbent makes distribution to units/sections. Furnishes information to employees or job applicants regarding vacancies and mandatory requirements for competitive/excepted status positions. Forwards applications to HRO for rating, and distributes certificates of eligibility to selecting supervisors, coordinating selections/non-selections with HRO as appropriate. Performs administrative and clerical support duties in the areas of incentive awards, training, classification, performance ratings, etc. Monitors suspense's established by the HRO and the ANG organization/unit for performance evaluations, and annual reviews and ensures timely and complete submissions by supervisors. Reviews nominations for awards and training for completeness and accuracy prior to forwarding to the HRO.

Maintains and monitors Technician, Title 5, and AGR manning and resourcing documents, including listings of employees against positions, position changes implemented by National Guard Bureau, resource changes implemented by National Guard Bureau and within the local organization, and local and national-level Manpower Change Requests. Compiles necessary statistics to reflect current status and accurate consumption of allocated Technician, Title 5, and AGR requirements and resources for the purpose of accomplishing a planned hiring program that will meet programmed year end strength and future projections and requirements.

Processes all military human resources actions associated with a military assignment of an AGR member. Conducts orientation program to outline military requirements, benefits, and entitlements. Implements and interprets AGR policies and programs. Advises and counsels AGR members and dependents on support agencies and benefits programs. Explains the TRICARE program and how to file claims and locations of servicing Health Benefits Advisors. Schedules retirement counseling of AGR members and coordinates retirement actions with the ANG organization/unit and HRO.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • You may be required to serve a probationary period.
  • Subject to background/security investigation.
  • Direct Deposit is mandatory.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: Must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-5) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience typically includes, but is not limited to: assisting commanders and supervisors on human resources (HR) programs affecting full-time employees and AGRs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Education: Must have successfully completed 1 full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. TRANSCRIPTS REQUIRED - OR -
Must have completed a 4-year course of study leading to a bachelor's degree and have Superior Academic Achievement (S.A.A). S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled and demonstrates the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. TRANSCRIPTS REQUIRED
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:
a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
3. Election to membership in a national scholastic honor society.

OR

Combination: Applicants may also combine education and experience to qualify at the GS-7 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-7. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. TRANSCRIPTS REQUIRED.
