Duties

  • You will serve as a Security Specialist performing Special Access Program (SAP) / Sensitive Compartment Information (SCI) Security Management.
  • You will serve as the Government SAP Security officer (GSSO) for the DON SAPCO and as the Special Security Representative (SSR) for the Regional Special Security Officer.
  • You will coordinate with officials in the DON responsible for collateral and sensitive compartmented information (SCI) security policy and requirements when applicable to DON SAPs.
  • You will serve as the OPNAV Security Manager for the DON SAPCO Pentagon facility.
  • You will support the assigned Communications Security (COMSEC) Local Element (LE) for the Navy Special Programs Division.
  • You will develop, coordinate, and implement policies and procedure for the personnel security program within the DON SAPCO.
  • You will manage the efficiency and effectiveness of all processes necessary for reviewing and evaluating personnel accesses to SAP and SCI information.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain a Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • MSP/PPP applicants must currently hold the required security clearance.

Qualifications

For GS-14
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Applying Mastery knowledge and demonstrated expertise in all current applicable Executive Orders, directives, regulations, and programs that govern DON SAPs (Special Access Programs) and SCI (Sensitive Compartmented Information).
2) Implementing all aspects of security policy, including physical, personnel, industrial, and information security.
3) Using extensive knowledge of the DON SAP portfolio and DON SAPCO policies to review special access required security classification guide technical and programmatic content in ensuring security policy compliance and provide security recommendations to senior leadership.
4) Providing written and oral communications at mastery levels including writing conducting presentations, policy interpretation, and to brief, advise, and provide recommendations to Flag Officers and Senior Executives.
5) Demonstrating knowledge of DOD security policy, SCI security policy, SAP policies and positions of other Services, Defense-wide Agencies, Joint Staff, and Congressional representatives. also, knowledge and compliance with applicable laws and treaties.
6) Investigating, negotiating, and evaluating SAP security issues to resolve complex problems and issues.

For GS-13
Your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public using knowledge of Personnel, Industrial, Information, and Physical Security and performing the following:
1) Applying knowledge and demonstrated expertise in applicable Executive Orders, directives, regulations, and programs that govern DON SAPs (Special Access Programs) and SCI (Sensitive Compartmented Information).
2) Assisting in implementing all aspects of security policy, including physical, personnel, industrial, and information security.
3) Using knowledge of the DON SAP portfolio and DON SAPCO policies to assist in reviewing special access required security classification guide technical and programmatic content in ensuring security policy compliance and provide security recommendations to senior personnel.
4) Providing written and oral communications including writing conducting presentations, policy interpretation, and to brief, advise, and provide recommendations to senior personnel.
5) Demonstrating knowledge of DOD security policy, SCI security policy, SAP policies and positions of other Services, Defense-wide Agencies, Joint Staff, and Congressional representatives.
6) Assisting in investigating, negotiating, and evaluating SAP security issues to resolve complex problems and issues.
