Major Duties:
The incumbent serves as the Assistant Chief of Patient Administration Service and is a direct Supervisor of all PAS Section Chiefs that includes the following programs: Ambulatory Care (Outpatient Patient Aligned Care Teams, Specialty Administrative Support, Community Based Outpatient Clinic Administrative Support, Profiles Management, Call Center, All Outpatient Scheduling) Health Benefits Section (Admissions, Eligibility, Enrollment, Registration, Decedent Affairs, Means Test, Patient Funds, Tricare, Champ VA, Burial Benefits); VA Community Care (V ACC) Program (processing of all type of Care in the Community claims, enters authorizations for care, appeals); Administrative Officer on Duty Section, Inpatient Ward Administration Section (to include all administrative activities of Inpatient Wards) and Health Information Management Section (HIMS) to include Hines Inpatient and Outpatient Coding Units, Inpatient/Outpatient Coding Auditors, Release of Information and Scanning Unit. In the absence, Incumbent serves as acting Chief of PAS.

As a technical liaison in Patient Administration related matters, provides advice and guidance on a patient administration program(s) in relation to such issues as eligibility, revenue, intake, insurance, coding, billing, accounts receivable and utilization review of processes - to include, purchase care (fee basis).

The incumbent will meet with each Section Chief on a weekly basis to ensure all PAS Sections remain in full compliance with local and National policies. When not in compliance, it is an expectation that the incumbent will take the necessary action by working closely with HR and by keeping PAS Chief informed. This includes:

  1. Projects are completed correctly, completely and in a timely manner without reminders;
  2. Monthly staff meetings are conducted by each section and a record is maintained;
  3. Compliance with applicable Section specific local, VISN, and national policies by routinely reviewing, discussing with staff and auditing their assigned work areas.
  4. Ensuring audit records are maintained.
Provides front line staff with up-to-date job training. A record of training is maintained and each employee is given an up-to-date PD and performance standard. Each employee is provided training and SOP for the tasks performed and a routine review of compliance with SOP by all staff.

Ensures time cards are posted daily with no exceptions and monitor leave patterns for abuse and take necessary action by consulting with HR.

Ensures each respective Section Chief serve in the capacity of Patient Administration liaison in the implementation of revenue cycle process pertaining to; intake, means test completion, timely and accurate insurance/demographic.

Analyzes clinical and administrative processes related to information flow. Participates in the planning, directing, and implementation of projects impacting PAS operations. Participates in regional site visit training activities and contributes to the development of health administration programs.

Assists in formulating plans and coordinating data validation activities within the PAS area of responsibility. Prepares recurring and non-recurring statistical reports for presentation to top management and other Services. Estimates and computes workload projections through established formulas and guidelines.

As Assistant Chief, PAS, the incumbent is utilized by management to provide liaison between the administrative and clinical elements of the medical center.

Defines and applies laws relating to determination of legal eligibility for hospitalization, outpatient services and other related benefits.

Responsible for conducting bed utilization studies, develops information relating to bed demands, availability of staff and facilities, seasonal fluctuations, changes in procedures and policies as they affect planned bed utilization.

Investigates and develops facts, conclusions, and recommendations in matters requiring investigation, such as, unusual deaths, abuses of patients, and loss or destruction of government property. May respond to subpoenas on behalf of the Director for the presentation of medical records in courts and/or other types of hearings.

Keep the Chief PAS informed about annual budget estimates for operation of patient administration activities for budget projection which include staff requirements, equipment, supplies, utilization of space, etc.

Performs other various related duties as directed.

Full time, Monday thru Friday, 7:30am - 4:00pm. Tour of Duty varies based on the needs of the service. NTE 120 days.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: Must have 1 year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of the healthcare management system; knowledge and understanding of management principles, practices, methods and techniques, and skills in integrating management plans into general management of medical operations; knowledge of management analysis, resource management, human resources management, and program analysis methods; Planning, directing, and evaluating functions associated with Health Administration Service, such as providing advice and guidance in relation to issues as eligibility, scheduling, revenue, intake, insurance, coding, billing, accounts receivable and utilization review of processes - to include, purchase care (fee basis). Formulating plans and coordinating data validation within HAS; ability to implement new programs and refine and improve existing programs, independently organize, schedule, and complete assignments within the framework of the organization's policies, directives, and acceptable practices.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Physical exertion is limited to walking, climbing, stooping, bending, reaching, and occasionally driving. Sitting and manual dexterity are required to keyboard for extended periods of time in the execution of administrative duties.
