  • Researches, prepares, and defends position regarding budgetary and financial reports to management;
  • Compiles, consolidates reviews, analyzes, and edits those portions of budget estimates which pertain to personnel salaries and expenses;
  • Reviews, edits and consolidates annual and multi-year budget estimates for assigned organizations and programs into an annual budget proposal;
  • Prepares or edits narrative justifications and projected funding needs, ensures data in requests are formally and accurately documented in a wide variety of unrelated formats, schedules, and/or reports. Incumbent revises data, as necessary, for inclusion in budget reports and schedules furnished to top management, VA Headquarters, and the Veterans Integrated Service Network (VISN);
  • Analyzes and forecasts operational budget for the facility, and for changes in nature, type, and costs of services produced;
  • Monitors the execution of a budget with many different sources and types of funding; such as direct single and multi-year appropriations, allotments from many different appropriations, transfers of funds from other agencies, as well as reimbursable agreements;
  • Prepares a variety of reports covering the status of funds, expenses, and obligations;
  • Plans the work to be accomplished by the unit, sets priorities and work schedules, and assigns work based upon the priorities and capabilities of subordinate staff;
  • Oversees subordinate analyst efforts to properly coordinate financial program reviews, projections and unfunded requirements with operational requirement owner, necessary functional subject matter experts, local leadership and higher headquarters program/functional managers;
  • Develops performance standards and conducts performance evaluations, Interviews candidates for positions in the unit; recommends appointments, promotions, and/or reassignments, hears and resolves complaints, issues disciplinary actions to employees and is the recommending official for adverse actions;
  • Performs other directly related duties as assigned.


Work Schedule: Monday through Friday, 8:00 am - 4:30 pm

Qualifications

To qualify for this position, all applicants must meet the following requirement:

Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the Supervisory Budget Analyst - Budget Officer position. Typically, this work would be found within the fields of finance, budget and/or accounting; provided knowledge of, and skill in applying, budget and finance principles, practices, and methods of budget execution and knowledge of organizational structure, programs, and work methods, examining budget estimates for completeness, accuracy, and conformance with procedures and regulations; analyzing budgeting and accounting reports; overseeing budget expenditures; preparing financial analyses comparing actual costs incurred; preparing reports sufficient to provide advice to staff members and management. Specialized experience also includes supervising and leading a team of budget staff, providing workload, disciplinary actions and performance standards. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is mainly sedentary, although at times may require some standing, bending, walking, carrying light items such as paper, books, files, boxes, etc. No special physical demands are required to perform the work.
