Help

Serves as the Section Chief of the Behavioral Health Section located within the Outpatient Ambulatory Care Section.

Manages and leads the programs related to Outpatient Ambulatory Care, which include, but are not limited to medical support staff for Behavioral Health Section.

Performs a full range of first line supervisory duties for (4) GS-0679-08 Supervisory Medical Support Assistants positions and performs a full range of second line supervisory duties for (4) GS-0679-07 Lead Medical Support Assistants, (62) GS-0679-06 Advanced Medical Support Assistants and (1) GS-0679-05 Medical Support Assistant positions.

Performs/carries out the following supervisory duties:

plans the work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for the completion of work; has regular meetings with subordinates in different sites of care to plan for daily, weekly, and long term needs and to adjust schedules accordingly; assigns work to subordinates based on priorities, the selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; sets priorities and assignments and provides 'tasks and duties' via suspense's, and other work assignments to match the demands to the employee; evaluates the work performance of subordinate sand is responsible for their performance plans/standards, evaluations, and ratings; gives advice, counsel, or instruction to employees on both work and administrative matters; serves as a mentor, coach, instructor, and subject matter expert to direct and indirect reports; interviews candidates for positions in the unit; recommends appointments, promotions, or reassignments to such positions; hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; proposes and works with HR (for guidance on proper methods and documentation) to issue disciplinary actions; identifies developmental and training needs of employees, providing or arranging for needed development and training; works with subordinates on personal developmental needs and service level education required for proper job success; finds ways to improve production or increase the quality of the work directed; employs lean management thinking, system redesign principles, and other change leadership concepts in order to promote efficiencies and strive for highest standards; exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank; ensures the reasonable equity (among units, groups, teams, projects, etc.) of performance standards and rating techniques developed by subordinates or ensuring comparable equity in the assessment by subordinates; makes decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel; evaluates subordinate supervisors or leaders and serves as the reviewing official on evaluations of supervisory and nonsupervisory employees rated by subordinate supervisors; recommends selections for subordinate supervisory and nonsupervisory positions; recommends selections for work leader, group leader, or project director positions responsible for coordinating the work of others, and similar positions; hears and resolves group grievances or serious employee complaints; reviews and approves serious disciplinary actions (e.g., suspensions) involving supervisory and nonsupervisory subordinates; makes decisions on non-routine, costly, or controversial training needs and training requests related to employees of the Service; determines whether contractor performed work meets the standards of adequacy necessary for authorization of payment; approves expenses comparable to within-grade increases, extensive overtime, and employee travel; Assists the healthcare groups in the development of local policy guidance and procedures for workload management.

Perform other directly related duties as assigned.


Work Schedule: Monday - Friday, 8am-4:30pm. This position will also be required to be available for rotating shifts, weekends, and holidays due to the fact that some of this position's subordinates are required to work these schedules.

GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Examples of specialized experience include but are not limited to: gathering information, identifying and analyzing issues, developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting; the incumbent's knowledge requires skill in applying analytical and evaluative techniques to issues of a procedural nature which are readily observable and subject to written guidelines. Work requires knowledge of HAS operations to manage recurring and ongoing training needs and to resolve individual performance measures. At this level, the incumbent deals with daily operational issues and does not analyze or evaluate overall operations, major issues, goals, and objectives. The work involves applying established methods to system application problems and referring problems not resolvable at the user end.

This includes/involves: the provision of supervision and oversight to an officially established subordinate work unit of Lead/Advanced Medical Support Assistants; the management of programs related to Outpatient Administrative Support (e.g., medical support staff for Scheduling Operations, Behavioral Health, and Specialty Care clinics etc.); by performing various administrative duties/functions related to the health administration services and its services/programs.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work of this position is primarily performed in a normal office/clinical setting. The work areas are adequately lighted, heated, and ventilated.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
