Duties

Help
  • Assist with writing capability documentation and user manuals.
  • Test code to assure both software and systems quality and functionality.
  • Manage cyber capability development and field projects.
  • Provide support to functional evaluations of developed offensive and defensive cyberspace capabilities.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel may be required 25% or less.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Under crisis operations, may be subject to short notice expanded hours and possible recall situations and irregular work hours, including weekends and holidays.
  • Overtime/shift work may be required.
  • This position is designated Mission Essential, and the incumbent must be able to remain on duty or make every effort to report to duty on-time during emergency and/or crisis situations.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: writing or modifying new or existing cyber capabilities, computer applications, or specialized utility programs; collaborating with others in developing and fielding operations associated with offensive, defensive, or cyberspace; and providing support to functional evaluations of developed cyberspace capabilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GG/GS-11.

  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • This position is considered Non-Combat Essential (NCE) in support of the Army's mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide. Employees assigned to NCE positions must sign DD Form 2365, stating as a condition of employment, they understand the conditions described above and the requirement to maintain certain levels of medical, security, performance, conduct, and overall fitness that make them suitable for assignment to an austere and stressful combat environment. Failure to perform the duties of this position in an emergency may result in appropriate action - defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.
  • USCYBERCOM Cyber Mission Force (CMF) certification at the Basic Certified Capability Development (BCCD) level as specified by USCYBERCOM CMF, Army, 780th MI BDE, and CSD policies is a condition of employment. Depending on experience and skill levels, portions of the CMF training may require incumbent to perform an extended TDY for a period of 3 to 6 months. Failure to achieve and maintain certification requirements will result in removal from this position. The incumbent must achieve and maintain CMF certification within the following timelines:
    • USCYBERCOM CMF certification at the Basic Cyber Capabilities Developer (BCCD) Level including the Army Basic Skills Level Exam (BSLE) and any additional Army requirements within 12 months.
    • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
