Duties

Help

As a Budget Analyst, you will perform the following duties:

  • Develops and prepares detailed budget estimates; monitors obligations against program spend plans; and projects labor and non-labor obligations and expenditures.
  • Reviews budget justifications to support formal budget submissions.
  • Analyzes undelivered orders and provides recommendations to ensure compliance with budgetary limits and financial management controls.
  • Prepares reports, briefings, and other documents for management review and Congressional submissions.
  • Reviews, analyzes, and interprets current and proposed legislation, appropriation language, executive orders, and guidance to assess their budgetary impact.
Note: This GS-9 position is a professional development opportunity in a career-ladder progression from GS-9 to GS-11, with the potential to advance to the full-performance level at GS-12. The major duties for the full-performance level (GS-12) are described above.

This Job Opportunity Announcement may be used to fill other Budget Analyst GS-0560-9, full performance level GS-12 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

  • This position requires a TOP SECRET/SCI CLEARANCE. You must be able to obtain and maintain the required clearance.

Qualifications

To qualify at the GS-9 level:
You must possess one full year (52 weeks) of specialized experience equivalent to the GS-7 in the Federal service. Specialized experience is defined as:

  • Collecting and organizing budget or financial data for analysis;
  • Preparing routine budget reports, spreadsheets, or summaries; and
  • Identifying discrepancies in budget data and referring issues to higher-graded staff.

Education substitution at GS-9 level:

  • Master's or equivalent graduate degree in a related field; or
  • Two full years of progressively higher-level graduate education leading to such a degree; or
  • LL.B. or J.D., if related.

Combination - GS9:

  • Education and experience may be combined to meet total requirements.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position has no positive education requirement; however, applicants may qualify for the GS-09 level using education as outlined in the Qualifications Section. See Required Documents for documentation requirements.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
