Duties

Help

  • Applying cyberspace and C4 strategy experience as advisor to the Director, Cyberspace Operations and Combatant Commander, analyzes, develops, and evaluates issues and develops policy and recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations the organization.
  • Identifies non-standard or emerging cyberspace and C4 operational requirements, assesses impact on assigned programs, and develops recommendations.
  • Conducts Risk Analysis in cyberspace/C4 capabilities IAW higher headquarters guidance and locally developed organizational guidance as applicable.
  • Represents the directorate and/or the command with a variety of installation and functional area organizations.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays in support of mission and battle roster requirements.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
  • Recall to duty may be a requirement of this position.
  • This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/ Sensitive Compartmental Information clearance as a condition of employment.
  • This position is cyber coded under the DoD Cyberspace Workforce Framework.
  • IAW DoDM 8140.03 the incumbent is required to achieve both the foundational and resident qualification requirements outlined for each work role at the assigned proficiency levels.
  • Foundational qualification within 9 months of assignment; resident qualification within 12 months of assignment.
  • Employees may perform cyberspace workforce position duties while obtaining qualification requirements under the direct observation/supervision of an appropriately qualified individual, unless a waiver is granted per DoDM 8140.03 section 4.2.
  • If such observation is not feasible and/or waived, individual must be reassigned to other duties consistent with applicable law.
  • Employees who fail to achieve qualification or to obtain an approved waiver for cyberspace work role(s) within stated timelines will be removed from the duties associated with the work role.
  • In addition, employee is required to engage in a minimum of 20 hours per year of Continuous Professional Development or education activities to maintain and enhance competence.

Qualifications

  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment.
  • Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must successfully pass examination and be able to continually perform the physical requirements of the duties.
  • This position is eligible for situational telework, which is separate and distinct from the employee's eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program. Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying qualitative and quantitative analytical methods to evaluate and improve command-level cyberspace and C4 programs; developing and interpreting cyberspace/C4 policies and plans; conducting budget and cost-benefit analyses to support resource recommendations; applying knowledge of the DoD Information Network, cyberspace operations, and C4 management concepts to advance mission objectives; and also includes analyzing complex technical environments, revising or developing policy, planning capability enhancements, and providing leadership with clear technical and cost analyses through written reports and briefings.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of
command level plans and programs for conducting major operations such as Cyberspace Integration; Cyberspace
Counter-Threat; Cyberspace Warfare; Theater C4 Management; and associated mission exercise(s), training
systems, and PPBE efforts.
2. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to
prepare cyberspace/C4 polices and plans.
3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to
prepare persuasive budget recommendations in support of cyberspace/C4 requirements.
4. Knowledge of Department of Defense Information Network (DoDIN), cyberspace and C4 management concepts,
5. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
6. Ability to maintain an up-to-date awareness of cyberspace threats and cyberspace/C4 operations and predict how management can meet future requirements.
7. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
8. Knowledge of a wide range of industry portfolio, program, and project best practices, principles, concepts, and methods.
9. Ability to communicate effectively, both orally and in writing.
10. Knowledge of DoD acquisition and procurement procedures.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
