Incumbents typical work assignments may include the following:

  • Provides comprehensive analytical and operational support for civilian staffing, recruitment, and personnel management actions across OUSW(R&E) subcomponents.
  • Operates with initiative and resourcefulness, the incumbent not only manages and coordinates routine actions but also proactively anticipates organizational needs, identifies process improvement opportunities, and collaborates with leadership and hiring managers to facilitate timely, mission-focused personnel decisions.
  • Works with moderate independence, the analyst oversees assigned portfolios, resolves issues, and escalates complex matters to the Assistant Director as needed, ensuring seamless, high-quality support across all responsibilities.

  • This position requires a Business-Financial Management, of Practitioner acquisition certification. The incumbent has 60 months to achieve this certification.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the NH-3 (GS-12/13) level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-2 (GS-11) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: .

  • Leading and supporting all phases of civilian recruitment, from requirements identification through onboarding, streamlining processes, and enhancing candidate experience.
  • Drafting, reviewing, and coordinating position descriptions and recruitment packages, ensuring alignment with organizational objectives and regulatory standards.
  • Preparing correspondence, briefing materials, and documentation for civilian staffing actions, ensuring accuracy and clarity.
  • Identifying issues, recommending solutions, and escalating complex or ambiguous matters appropriately.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
