Summary

The Electronics Worker Leader is located at the Phoenix VA Healthcare System in the Engineering Service. The Electric/Special Systems shop is composed of six WG-10 journeyman electricians, four WG-11 journeyman electronic mechanics, one Telecom Mechanic and four WG-5 general equipment repairers. All duties extend to employees working any and all assigned shifts.

Duties

Help

Duties of the position include but are not limited to:

  • Performing electrical/electronic work at a journeyman level.
  • Coordinating manpower and materials necessary for the installation, modification, troubleshooting, testing, repair and maintenance of Electrical/electronic distribution and non medical electronic systems throughout the Medical Center and occasionally outpatient clinics located approx. 50-75 miles from the main Medical Center.
  • Passing on instructions from the supervisor and assigning tasks to individuals of the group.
  • Making sure the group has the proper supplies, tools and plans needed to do the work assigned.
  • Scheduling and planning the work so all in the work group are kept busy.
  • Providing input to supervisor on overall work operations or problems such as additional training needed by members of the group.
  • Scheduling shop training for employees, document per medical center policy and procedure.
  • Working closely with new shop related installations/maintenance, in-house or contractor provided.
  • Reviewing blueprints, performing periodic inspections of contracted work by vendors.
  • Inventorying shop supplies and materials, ordering of needed equipment, parts, supplies or outside vendor services using the appropriate purchase method (223 7 and/or government purchase card).
  • Maintaining a government purchase card.
  • Preparing purchase orders, authorizing purchase card charges, and reconciling purchase card charges in accordance with established procedures.
  • Assigning work orders, determining manpower requirements, and directing shop work activities.
Work Schedule: Monday - Friday, 5:00 am - 1:00 pm and/or 6:00 am - 2:30 pm

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

  • Ability to Do the Work of the Position without More Than Normal Supervision
  • Ability to Interpret Instructions, Specifications, etc. (Includes Blueprint Reading)
  • Ability to Use and Maintain Tools and Equipment

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: Workers frequently lift and carry, unassisted, items weighing up to 18 kilograms (40 pounds). They are sometimes required to lift and carry items weighing more than 23 kilograms (50 pounds) with the help of weight handling equipment or with assistance from other workers. The work requires frequent standing, walking, bending, crouching, reaching, and stooping. Climbing and working in high places may be required. Some work may require the aid of magnifying lenses, eye loops, and microscopes to accomplish repairs on miniature components. Incumbents in this positions work in well lighted, heated, and ventilated areas. Work is sometimes in aircraft or ships, in high and restricted places, under conditions of heat and cold and outside in inclement weather. They are exposed to the possibility of electric shock; burns from electrical or RF energy or hot solder; and cuts and bruises.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
