The Administrative Office of the U.S. Courts, Department of Administrative Services, Facilities and Security Office (FSO), Security and Facilities Policy Staff (SFPS) is seeking a dynamic, high-energy, and experienced Attorney Advisor.

The Attorney Advisor leads the staff supporting the Committee on Space and Facilities and overseeing and managing the development, implementation, and execution of complex and multi-faceted nationwide judiciary facilities. This position reports to the Security and Facilities Policy Staff Chief.

The ideal candidate must possess outstanding diplomacy, interpersonal, organizational, analytical, and communication skills and has experience working collaboratively with supervisors, colleagues, and external stakeholders.

The duties of this position include, but are not limited to:

  1. Researching and preparing draft agendas, background materials, agenda items, committee reports, and other documents for the Judicial Conference Committee on Space and Facilities biannual meetings.
  2. Leading staff supporting the Committee on Space and Facilities to ensure all matters involving the Committee's jurisdiction are progressing in a timely and efficient fashion and all stakeholders are being appropriately advised of actions being taken.
  3. Presenting and discussing legal issues and questions with internal and external stakeholders, including Committee members, federal judges, local court executives, and executive branch partners.
  4. Overseeing and managing the development, implementation, and execution of complex and multi-faceted nationwide space and facilities programs.
  5. Identifying and tracking both relevant and potentially relevant legislative issues, including drafting and coordinating responses to legislative and participating in congressional briefings.
  6. Assisting Administrative Office staff, both internal and external to FSO, with the development, approval, and execution of annual budgets for the facilities program.
  7. Providing staff support on external studies and reviews of the judiciary's space programs, including those conducted by the Government Accountability Office.
  8. Providing logistical support for related meetings supported by the SFPS.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Bar Membership: Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Applicants are responsible for citing minimum qualifications such as J.D. and bar membership information (institution name, state(s) for bar, and dates) on their respective resumes. Post J.D. Experience: Applicants must also possess at least 3 years of post J.D. experience.

Specialized Experience: Subsequent to graduation from law school, applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position must demonstrate experience in ALL areas defined below:

  • Providing legal advice in the areas of facilities and physical security programs.
  • Overseeing and managing the development, implementation, and execution of complex facilities programs.

Education

Applicants must possess a law degree (J.D.) from a law school accredited by the American Bar Association (ABA). Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education.
