Duties

Help

Duty 1: Incumbent serves as the fighter aircraft subject matter expert for the AF aviation safety program.

Duty 2: Represents the Air Force at all levels to review and amend flight-specific, technical and regulatory guidance to reduce hazards related to aircraft operations.

Duty 3: Reviews and applies new safety of flight findings, developments, and emerging technologies to reduce the potential damage to AF aircraft.

Duty 4: Provides fighter aircrew resource assistance to aircraft mishap safety investigations.

Qualifications

Other significant facts pertaining to this position are:
1\. Knowledge of flight operations and prior flight crew experience is required; fighter aircrew experience is preferred.
2\. Aviation safety experience is required.
3\. Work frequently requires travel away from the normal duty station to include possible travel to Southwest Asia AOR.
4\. Experience in writing policy is desired.
5\. Knowledge of computer software development is highly desirable.
6\. A working knowledge of presentation graphics and word processors is highly desirable.
7\. Work requires frequent extended duty hours while away from normal duty station.
8\. Work requires public speaking.
9\. Must have, or be able to obtain and maintain a Top Secret Security clearance.
10\. Position is a drug testing position.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of the theories, principles and practices of fighter aircraft flight safety and technical safety to sufficiently provide leadership at the national level in the development of aviation specific safety processes and trend analysis; broad range of aviation safety requirements to sufficiently plan, direct, coordinate and manage mishap investigations to help identify actionable solutions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of established flight safety principles, practices, procedures methods, techniques, laws, regulations, and current legislative issues as they relate to Air Force safety programs. Knowledge of flight operations, aviation safety program management and mishap investigation techniques.
2. Knowledge of organizational, functional and budgetary responsibilities and operations of the AF Safety Center. Knowledge of current AF fighter roles and missions and how aviation safety affects operations.
3. Knowledge of use of and agility to manipulate data, conduct research and run reports within the AF Safety Automated System (AFSAS). Ability to research multiple standards dealing with one topic and consolidate requirements into one requirement for Air Force application.
4. Skill and ability to communicate effectively, both orally and in writing in order to prepare briefings, training programs, and leading group conferences.
5. Ability to identify problems and develop innovative solutions. Ability to plan, organize work and meet deadlines. Ability to access or locate information through the use of a personal computer or terminal.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
