Major Duties:

  • Supervising and overseeing the combined Transportation and Grounds Unit.
  • Managing the Program and services provided at the Washington DC VA Medical Center by planning, developing, evaluating, marketing and directing administrative activities in multiple programs related to the transportation systems for metropolitan as well as rural/remote beneficiaries eligible for travel.
  • Acting as the advisor to VAMHCS leadership and managers regarding VHA directives, policies, VAMHCS policies and Standard Operating Procedures concerning transportation matters to assess efficiency and customer satisfaction.
  • Establishing and maintaining knowledge of and cooperative relationships including the development of MOU with United We Ride, State Departments of Transportation, Area Councils of Government, Area Agencies on Aging, Community Transit providers, Veteran Service Organizations, State and County Veteran Services Agencies, Veterans Transportation Community Living Initiative (Federal Transportation Administration) Grantees and other various groups and organizations.
  • Working closely and frequently with the Fiscal Service to effectively and efficiently manage the VAMHCS Transportation budget, expenditures and obligations and analysis of the Transportation budget, and provides information and recommendations to Chief, Facilities and Engineering Service, Associate Directors, Chief Business Officer, Chief Financial Officer, as appropriate, including critical budget areas and all Transportation program matters.
  • Approving authority for expenditures in the Fund Control Points (FCP) for Transportation and monitoring the use and rate of expenditure of budgeted funds in assigned FCPs through continuing dialogue with Fiscal Service, review of written documents, and examination of accounting records.
  • Certifying and serving as a Contracting Officer Representative (COR) for VAMHCS transportation-related contracts, preparing Statements of Work for contracts involving Veteran/Beneficiary transportation.
  • Managing the VAMHCS transportation program quality assurance processes. Conducting and/or participating in studies, analyzes findings, and makes recommendations for performance improvement programs related to the VAMHCS' transportation.
  • Assuring VA performance measures and standards issued by various accrediting, regulatory and higher agency authorities pertaining to the VAMHCS' transportation are met.
  • Participating in various surveys conducted by Joint Commission; Commission on Accreditation of Rehabilitation Facilities, and audits from investigations by the Office of Inspector General Improper Payments Elimination and Recovery Act (IPERA).
  • Operating according to Medical Center and VHA policy, the incumbent managing the VTS/BT Program at the VA Medical Center.
  • Performing the administrative and personnel management functions relative to staff supervised.
  • Resolving informal complaints and grievances.
  • Initiating disciplinary measures as appropriate to the authority delegated in this area.
  • Adjusting work procedures among administrative staff according to workload of each program to ensure the highest efficiency.
  • Managing the VTS/BT Program at the VA Medical Center.
  • Assuring that all VTP staff obtain and maintains appropriate licenses, certifications and training appropriate for each position.
  • Managing administrative requirements for supplies, property and office moves.
  • Performing management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects, or board or committee-related work.
  • Serving as the Supervisor of the Transportation Section, providing comprehensive technical and administrative oversight for a combined workforce of 15 personnel. This includes supervising 13 federal employees ( Motor Vehicle Operator Lead, Motor Vehicle Operators, and Grounds staff at GS-7 ,WL-8, WG-7, WG- 3 levels), directing contractual Motor Vehicle Operators, including and Compensated Work Therapy patients.
  • Responsible for enforcing compliance with all standards set by the Facilities and Engineering Service and the Veterans Administration. Core duties involve strategic resource management of personnel, vehicles, and tools across daily, weekly, monthly, and project schedules.
  • Establishing work priorities and deadlines, adapting schedules to changing operational needs, and redirecting labor to resolve immediate work issues. The role requires regular coordination with peer engineering shop supervisors and Medical Center staff, and includes preparing and submitting annual budget requests, staffing, and resource estimates.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/08/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Minimum Qualifications For GS-11: Individual Occupational Rating (IOR):

  • Education:Undergraduate and Graduate Education with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

  • Specialized Experience: Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. (for positions above GS-5):
In addition to meeting the above individual occupational rating (IOR) you must meet the requirements listed below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervisory Mobility Transportation Specialist, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes: ability to operate with a high degree of independence, demonstrating initiative, integrity, creative problem-solving abilities, and strong administrative and program management skills, knowledge of institutional operations and activities supported by Transportation agencies, knowledge to initiate disciplinary measures as appropriate to the authority delegated in this area. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

  • Education: Applicants may substitute education (Transcripts Required), To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist position. Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist position.

Preferred Experience: Manage the operation and administration of the combined Transportation/Grounds and Fleet Unit. Establishes deadlines, priorities, and work assignments based on general work schedules, methods, requirements, and policies established by higher levels of supervision. Responsible for ensuring varying deadlines and production schedules are met to fulfill projected needs. Determines equipment, material, and maintenance needs utilizing the scope of the work or task required, results of cost estimates and precautions necessary to protect patients, environment, personnel, and equipment. Assuring materials are ordered and delivered to the work site so as not to delay work. Coordinates the work of the unit supervised with other units that may be involved to maximize the efficiency and effectiveness of all units. Schedules maintenance and repairs on General Services Administration and station- owned vehicles, grounds maintenance equipment, and emergency generators. Vehicles and equipment include, but is not limited to, passenger cars, passenger vans, 44- passenger bus, Cushman vehicles, pickup trucks, tractors, end loader, backhoe, bombardiers, grounds master mowers, and diesel-powered generators. Equipment must be maintained in an operable state of repair to provide transportation, fire protection, emergency electrical power for the station, grounds maintenance and snow removal.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis. Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center.
