Duties:

  • Responsible for coordinating and executing data pulls on metrics, leading data analysis and developing action plans related to all programs within Medical Service including Primary Aligned Care Team (PACT), Home Based Primary Care (HBPC), Mobile PACT, Women's Health Program, Compensation and Pension (C&P), and Community Living Center.
  • Plans activities such as cost/benefit analysis and lease vs buy analyses, and establishing effective interdisciplinary relationships.
  • Participates in the development of long-range/strategic planning for all programs under the pervue of Medical Service.
  • Manages budget formulation and execution and ensuring the integrity of financial management practices
  • Attends budget review meetings, committee meetings and report how decisions made during those meetings impact operations.
  • Reviews, consults, advises managers on budgetary and financial issues and monitors balances and statuses of projects and makes recommendation of reprogramming of funds.
  • Analyzes, interprets and implements management plans and local policy to determine the impact on administrative processes and creates such plans relating to patient flow, supplies, and makes decisions on program outcomes and quality improvements.
  • Advises service level management as well as executive leadership on quality business practices, healthcare delivery services, and support services, including presentation and analysis of data.
  • develops solutions to management problems through studies that involve consideration and develops changes in managerial policies, practices, procedures, and/or organizational structures.
  • Provides appropriate oversight, guidance, discipline, training, coverage, growth, and support.
  • Takes initiative in program planning and development, managing all office resources and establishing and maintaining communication with all Services within the Medical Center.
  • Performs analysis of all areas of management including planning, organizing, implementing, coordination, controlling, evaluating, education and improving medical, administrative and support operations of Medical Service.

Work Schedule: Monday - Friday 8:00am - 4:30pm
Telework: This position may be authorized for Ad-Hoc. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Oversees and coordinates a wide range of activities including fiscal management, human capital management, funding proposal preparation and submission, regulatory compliance, logistics and infrastructure. Reviews, consults and advises managers on budgetary and financial issues; participates in long-range/strategic program planning; Advises management on quality business practices, develops solutions to management problems and implements the changes; Serves as advisor on quality business practices, health care delivery services and support services; analyzes, interprets and implements management plans and local policy to determine the impact on administrative process; provides oversight and interpretation of human resource policies, practices and procedures to include staffing, employee relations, disciplinary actions and other related fields; data pulls on medical center program metrics.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary, although there is some walking, bending, and lifting. It is sometimes necessary to work at the computer for extended periods of time. The position requires the ability to concentrate with frequent interruptions. Some travel within the healthcare delivery system is required.
