Duties

Help
  • Prepares detailed Independent Government Estimates (IGE) to include labor, materials and equipment from project plans and detailed specifications for the construction, maintenance, and repair of installation facilities.
  • Coordinates issues between contractor, customer, Architecture/Engineering firms, Mission Installation Contracting Command (MICC), the garrison, service providers and DPW.
  • Initiates and conducts administrative inspections and modifications necessary to complete projects.
  • Ensures management of Division’ contracts and ensures provision of total engineering services.
  • Evaluates tenant requirements; establishes scope of work; designs criteria; estimates design time and costs; evaluates drawings to ensure they comply with the design intent.
  • Prepares detailed Independent Government Estimates (IGE) to include labor, materials and equipment from project plans and detailed specifications for the construction, maintenance, and repair of installation facilities or services.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires that the employee successfully completes the required Contracting Officer Representative (COR) training within 6 months and maintain COR certification.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). GS-07 Specialized Experience: One year of specialized experience which includes: 1) Assisting with conducting quality assurance field inspections for facility construction related services to ensure technical adequacy, completeness, timeliness, and consistency of the finished product or services; AND 2) Gathering construction facility information in a field environment to provide weekly status reports; AND Identifying failed or failing facility components to submit work order requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-06 or above.

GS-08 Specialized Experience: One year of specialized experience which includes: 1) Conducting quality assurance through field inspections for facility construction related services to ensure technical adequacy, completeness, timeliness, and consistency of the finished product or services; AND 2) Gathering construction facility information in a field environment to conduct progress meetings with project stakeholders; AND 3) Submitting work request for failed or failing facility components via data base of record or established work order system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-07 or above.

GS-09 Specialized Experience: One year of specialized experience which includes: 1) Conducting quality assurance through field inspections for facility construction related services to ensure technical adequacy, completeness, timeliness, and consistency of the finished product or services; AND 2) Gathering construction facility information in a field environment to conduct progress meetings with project stakeholders; AND 3) Submitting work request for failed or failing facility components via data base of record or established work order system; AND 4) Preparing estimates, schedules, contract scope, and contractor progress reports to assure conformance with requesters needs and to assure compliance with Army regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-08 or above.

GS-10 Specialized Experience: One year of specialized experience which includes: 1) Conducting quality assurance through field inspections for facility construction related services to ensure technical adequacy, completeness, timeliness, and consistency of the finished product or services; AND 2) Gathering construction facility information in a field environment to conduct progress meetings with project stakeholders; AND 3) Submitting work request for failed or failing facility components via data base of record or established work order system; AND 4) Approving contractor invoices for payment following satisfactory progress, and/or performance, of contract requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09 or above.

GS-11 Specialized Experience: One year of specialized experience which includes: 1) Conducting quality assurance through field inspections for facility construction related services to ensure technical adequacy, completeness, timeliness, and consistency of the finished product or services; AND 2) Gathering construction facility information in a field environment to conduct progress meetings with project stakeholders; AND 3) Approving contractor invoices for payment following satisfactory progress, and/or performance, of contract requirements; AND 4) Preparing estimates, schedules, contract scope, and contractor progress reports for the construction, maintenance, and repair of installation facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-10 or above.

GS-12 Specialized Experience: One year of specialized experience which includes: 1) Conducting quality assurance through field inspections for facility construction related services to ensure technical adequacy, completeness, timeliness, and consistency of the finished product or services; AND 2) Approving contractor invoices for payment following satisfactory progress, and/or performance, of contract requirements; AND 3) Evaluating contractor performance for any deficiencies, to negotiate resolution, and direct appropriate corrective action; AND 4) Reviewing work of less experienced employees to assure compliance with facility construction regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or above.

About the Position: Serve as Engineering Technician for Directorate Public Works (DPW), Business Operations Integration Division (BOID), directing, and coordinating work for planning, engineering management, construction, facility related services, operations, and coordination of projects throughout the garrison.
