Duties

Help
  • You will provide administrative and data management support to the department.
  • You will utilize multiple software tools to include MS Visio, MS Project, MS Excel, iGraphix and Adobe professional.
  • You will draft internal procedures and guidelines for implementation of new methods.
  • You will develop and/or manage automated solutions for the collection, configurations and display of data.
  • You will manage any pertinent system to capture, track and integrate data applicable to the Waterfront Operations Department. (WFO)
  • You will gather and analyze narrative and quantitative data in an automated format to prepare statistical evaluations.
  • You will research operational requirements, funding and budget status, organization and structure.
  • You will develop spreadsheets and databases to gather, maintain, assess and present data.
  • You will arrange conferences and meetings to include location agenda and attendance list.
  • You will handle a wide variety of situations and conflicts independently.
  • You will analyze, evaluate and manage relational database systems for process improvement.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR GS-11:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience applying management principles, organization theory, and techniques of analysis and evaluation to conduct studies of work process data and to identify, analyze, and recommend solutions to procedures.
  • Experience applying knowledge of Lean Six Sigma tools including value stream mapping, project scoping, and the Define, Measure, Analyze, Improve, Control (DMAIC) process.
  • Experience utilizing multiple software to map complex processes and depict new process flow, to include: MS Visio, MS Excel, Adobe Professional and iGraphix.
  • Experience developing/compiling and using a variety of tools sets such as spreadsheets and databases to gather, maintain, assess and present data.
  • Experience performing detailed analysis to ensure quality submissions, make recommendations and implement resolutions.
FOR GS-09:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience applying management principles, organization theory, and techniques of analysis and evaluation to assist with the conduction of studies of work process data and to identify, analyze, and recommend solutions to procedures.
  • Experience utilizing multiple software to map complex processes and depict new process flow, to include: MS Visio, MS Excel, Adobe Professional and iGraphix.
  • Experience developing/compiling and using a variety of tools sets such as spreadsheets and databases to gather, maintain, assess and present data.
  • Experience assisting with analysis to ensure quality submissions, make recommendations and implement resolutions.

Successful completion of a Ph.D or equivalent graduate degree

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree

A combination of experience and graduate education as described above that equates to one year of experience

FOR GS-09:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
