Duties

Help

  • Serves as advisor to the Deputy Director, Operations Branch and other senior management of the Division on substantive matters pertaining to Applied Technology Section’s program responsibilities.
  • Ensures that Division-wide automated systems are appropriately maintained in accordance with Corporate and Division policies and procedures. Coordinates with Division management; policy officials throughout the FDIC, and users. Consults with senior officials of other Federal regulatory agencies and private industry as appropriate.
  • Serves as automation/technology liaison on hardware and software development, and implementation or rollout. Advocates for RMS's technology needs. Reviews planned, and ongoing, automation initiatives from a Corporate and Divisional perspective and makes recommendations to various Corporate Information Technology (IT) committees and councils.
  • Advises the Director and Deputy Director on the Division's IT needs and coordinates with the Chief Information Officer Organization to obtain, monitor, and manage effective and cost-efficient resources for the Division.
  • Develops, coordinates, and maintains IT policies and systems that are designed to support risk management programs for the Division and align with the Division's IT strategy.
  • Supervises and/or participates in research on specialized examination tools, monitoring, and reporting systems. Participates with the Regional Office Management Information Groups, Chief Information Officer Organization (CIOO), and Division of Information Technology (DIT) in the development, implementation, maintenance, and modernization of these specialized systems.
  • Directs the activities of the Section, coordinates with the Division’s regional offices, and other FDIC Divisions and Offices, in carrying out specific responsibilities needed for the effective development and execution of RMS technology programs. Gathers and analyzes information regarding the status of projects and undertakes appropriate actions to maintain progress as needed. Stays informed of the ongoing priorities and initiatives in the Section to keep the Deputy Director, Operations apprised of matters that need immediate attention.
  • Establishes and maintains relationships, and acts as the continuing liaison, with the Regional Office Management Information Groups, Chief Information Officer Organization and Division of Information Technology, counterparts in other organizations of the Corporation, officials of other regulatory agencies, representatives of various financial institutions, and private industry. The incumbent articulates and advocates for the technology needs of the Division and those of the Corporation, including related information security needs of those automation solutions.
  • Exercises supervisory personnel management authority. Performs the full range of performance management duties including but not limited to providing input and evaluating each team member’s performance; counseling and career development guidance; feedback on problems and improvements needed; monitoring progress in mastering tasks and work processes; and individual and team training needs.

To meet the minimum qualifications, applicants must possess the following leadership and technical experiences. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. 

MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Leadership Experience 1: Experience in either the federal or state government or the private sector coordinating the work of employees in a work unit, including assigning and evaluating work; setting priorities, timelines, and expectations; and monitoring progress against goals; AND

Leadership Experience 2: Experience in either the federal or state government or the private sector setting performance expectations; assessing employee performance; providing recognition and rewards; providing feedback; addressing performance or conduct issues; and participating in hiring activities; AND

Technical Experience 1: Experience in either the federal or state government or the private sector overseeing and advising on the development, implementation, maintenance, and modernization of specialized and multi-agency systems that support bank supervision and risk management programs; AND

Technical Experience 2: Experience in either the federal or state government or the private sector developing IT strategy and managing effective and cost-efficient resources for a division or organization.

Education

There is no substitution of education for the experience for this position.

This position is a Corporate Manager, CM-00, which is equivalent to above the CG/GS-15.

This is a recommended minimum Step 9 position.
