Duties

Help

  • Provides extensive professional environmental expertise to support assigned environmental projects through the application of professional knowledge and skill in environmental conservation and compliance practices, processes, and techniques.
  • Responsible for ensuring the BOS contractor is executing assigned projects, in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies.
  • Independently establishes surveillance methods and a systematic pattern of actions necessary to ensure that contracted Civil Engineer (CE) environmental management services are performed satisfactorily in meeting Wing mission and Performance Work Statement (PWS) requirements.
  • Provides advisory services on questions, issues, and projects in assigned program areas.
  • Complies with health, safety, and environmental rules and procedures, and performs work that enhances the safety of the work environment.
  • Coordinates curricula and training for assigned program areas at the installation and assists the BOS contractor in obtaining government-provided training as specified in the PWS.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.

  • The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent (CONTINUED BELOW)
  • Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200. 7, "Screening the Ready Reserve,")
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE FOR GS-0401/0819/-1301-09T11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in a wide range of environmental engineering principles and practices. Must provide expert oversight across multiple complex areas, including air and water quality compliance, hazardous waste management, and industrial wastewater treatment. Must apply this wide-ranging knowledge to formulate solutions for Intricate compliance problems, adapt existing methods to resolve unsatisfactory system performance, and serve as the government's principal technical authority on assigned projects, thereby coordinating and providing technical direction to contractors and other personnel. NOTE: You must submit copies of your college transcripts.

OREDUCATION GS-09: I have completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit copies of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION GS-09:
I have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduated-level education as described in the job opportunity announcement. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your college transcripts.

I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-11:
I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your college transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of professional environmental engineering/scientific principles, practices, techniques, and procedures to effectively perform moderately difficult project development, execution, training, and routine advisory services in assigned projects.
2. Knowledge to troubleshoot routine environmental engineering/scientific problems requiring investigation of unsanitary or questionable conditions in assigned projects or programs(s).
3. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices.
4. Skill in establishing effective working relationships with others and working cooperatively as a team member.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
