Summary
This position is located in the Department of Homeland Security (DHS), Office of the Secretary (OS), Management Directorate (MGMT), Immediate Office of the Under Secretary (IOUSM). The Management Directorate ensures the delivery of effective and efficient business and management services throughout the Department and provides the framework that enables DHS to achieve its mission.
The Deputy Under Secretary for Management (DUSM) serves as alter ego to the Under Secretary for Management (USM) and carries out highly complex duties in assisting the Secretary and Deputy Secretary of Homeland Security in managing budget, appropriations, expenditure of funds, accounting and finance; procurement; human resources and personnel; information technology systems; biometric identification services; facilities, property, equipment, and other material resources; delivering enterprise wide security solutions to protect the Department's people, information and resources; identification and tracking of performance measurements relating to the responsibilities of the Department; and securing federal infrastructure across the country.
Specific responsibilities include:
Participates actively with the Under Secretary for Management in managing the varied and highly complex Line of Business (LOB) functions of the Management Directorate.
Assists in managing all activities and matters involving homeland security initiatives, operations, and programs for which the Under Secretary is responsible.
Participates actively in the formulation of strategic plans and policies for management programs for DHS.
Represents the Under Secretary and serves as an advisor on major issues and problems affecting policies and long- and short-term programs. Is particularly attuned to the impact policies have on resources and the support for those policies among the Department various stakeholders.
Initiates and maintains contacts and serves as a liaison for the Under Secretary with other components of the Department and outside entities.
Represents the Under Secretary's interests with officials; ascertains the issues and concerns of stakeholders; and discusses and builds support for policy proposals and resource needs.
Analyzes and evaluates project proposals and oversees implementation and action plans.
Determines impact on current resources and project resources needs necessary for completion of planned activities having a DHS-wide, national, and/or international impact.
Monitors operational measures and reviews a wide variety of controversial and often classified reports involving significant issues affecting the Department.
Provides advice on increasing progress toward accomplishing program goals, improving service delivery, and overcoming identified operational weaknesses.
Provides executive level support to the Under Secretary's subordinate managers in resolving disputes concerning program priorities, direction, and courses of action.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Demonstrated managerial experience in high pressure environments, particularly operations management experience, and demonstrated competence in building and sustaining high-performing teams with a collaborative culture.
TQ 2: Demonstrated experience in creating and managing the implementation and transition in developing workforce planning goals linked to the agency or organizational strategic plan.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect deninstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.
There are five ECQs:

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.
