This position will allow you to use your expertise to manage one or more national programs in order to help to detect and prevent terrorists and instruments of terror from entering/exiting the U.S. Apply for this exciting opportunity to direct programs that strengthen the Department's ability to perform homeland security.

This position starts at a salary of $129,885.00 (GS-15, Step 1) to$168,852.00 (GS-15, Step 10). Does not include Cost of Living Allowanceand Post (Hardship) Differential rate, see this link for current rates.

Typical duties include:
  • Exercising overall responsibility for the planning, directing, managing, and organization of all aspects of CBP operations and functions in assigned overseas area of responsibility.
  • Establishing and maintaining working relationships with U.S, Embassy and foreign government officials to develop proposals, project plans, initiatives and programs that support U.S. Government and CBP international goals and priorities.
  • Serving as liaison between CBP and the designated authorities of foreign governments in the assigned AOR on matters arising under the administration of reciprocal treaties; representing CBP in negotiations with foreign representatives in the settlement of specific controversies of law enforcement operations impacting the agency.
  • Evaluating and analyzing information and intelligence received from a variety of sources to provide expert advice and comprehensive law enforcement recommendations to U.S. Federal agencies and appropriate foreign government officials.
  • Directing and coordinating CBP activities and functions in the assigned AOR either directly through the permanent staff, Local Employed Staff (LES) and Foreign Service Nationals (FSN) assigned to the Attaché office or through staff assigned by CBP Headquarters.

Relocation expenses will be paid in accordance with the Federal Travel Regulation limits and agency policy.

Temporary/Rotational Assignment: To meet agency needs, this position will be filled on a temporary basis not-to-exceed 3 years, with possible extension(s) for an additional 2 years in 1-year increments, for a maximum of five years. Based on applicable laws and regulations, you may be returned, at any time, to the position from which temporarily promoted, or to a different position of equivalent grade and pay. If you are currently a permanent GS,-15, you will be laterally reassigned into this position and may be returned upon completion of the assignment or at any time it is determined that there is no longer an Agency need for this assignment, to the position held prior to this NTE assignment or to a similar permanent position. Return to your original location will be prioritized but is not guaranteed. Applicants who currently hold a permanent position at the advertised grade level will be referred for consideration through an alternative method.

Retirement: This position is being filled on a not-to-exceed (NTE) temporary assignment; therefore, in the event the incumbent becomes eligible for retirement and chooses to retire, the incumbent will be returned to the home office of record at least two full pay periods prior to retirement. The incumbent will not be eligible to retire while serving on a NTE assignment in Office of International Affairs.

  • Firearm Requirement-This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. Qualifications

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Planning, directing, managing, and organizing all aspects of operations of a major program.
  • Collaborating with host nations, foreign counterparts or other stakeholders on developing plans that represent CBP priorities abroad.
  • Applying CBP laws, policies, and procedures related to law enforcement operations to border security operations, cargo, and/or international trade regulations.
  • Consolidating facts, events, and other types of intelligence or investigative material for sharing critical information or for application in the detection, apprehension, and/or prosecution of criminal activity.

Secondary CBPO Special Retirement Coverage: This is a secondary position subject to mandatory retirement under the special retirement provisions for Customs and Border Protection Officers (5 CFR 842.1003; 5 USC 8425(b), 5 USC 8335(b); and 5 USC 8412(d). Employees in secondary positions must meet the following conditions in order to be eligible for special retirement provisions: moved directly from a primary position to a secondary position without a break in service; complete 3 years of service in a primary position; and, if applicable, have been continuously employed in a secondary position or positions since moving from a rigorous position without a break in service exceeding 3 days. The customs and border protection officer mandatory separation provisions of 5 USC 8425 do not apply to an individual first appointed as a customs and border protection officer before July 6, 2008.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/10/2026

Polygraph Examination: The Supervisory CBP Officer (Attache) position is a polygraph-required position. If you are not a current CBP employee in a law enforcement position, you may be required to take a polygraph exam and have favorable results in order to continue in the pre-employment process. Polygraph Reciprocity: CBP may accept the results of a prior federal polygraph exam in lieu of a CBP polygraph exam. You will receive information to request reciprocity in your Background Investigation Package.

Polygraph Waiver: Certain veterans may be eligible to obtain a polygraph waiver. You will receive information to request a waiver in your Background Investigation Package.

Probationary Period: Current and former federal employees may be required to serve or complete a probationary period.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government

Additional information

Supervisory Probationary Period: You may be required to serve an 18-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within 90 days of assignment to this position.


Leadership Training: All newly appointed, GS-15s are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 5 weeks of in-residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

Selectees may be required to successfully complete the Essential Supervisory Skills (ESS) course. Failure to successfully complete the ESS course within the supervisory probationary period will result in the employee being removed from the position.

Medical Clearance: Incumbent will be required to obtain and maintain a Department of State medical clearance.

Mandatory Training: Incumbent will be required to complete a series of mandatory DHS, CBP, DOS training prior to deployment.

Security Clearance: Must obtain and maintain a TOP SECRET / SCI national security clearance because of regular access to classified information.

Uniform: This position requires you to wear an officially-approved uniform while in a duty status.

Physical and Environmental Conditions: The work environment includes offices, aircraft operation areas, airline passenger and cargo areas, and marine docks. Periods of outdoor work may be required in snow, rain, or extreme heat. Occasional periods of outdoor work may be required in remote areas with no modern comfort facilities. The work may involve the use of toxic chemicals, pesticides and fumigants. Protective clothing may be required such as hard hats, gloves, goggles, hearing protection, and respirators.

Training: This position has a training requirement. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.

Data Systems: You will be required to maintain access to all data systems necessary for duty execution.

Shift work: You may be required to perform work on a shift and rotational basis.

Overtime: You must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week.

You will be evaluated based on how well you meet the qualifications listed in this vacancy announcement. This position requires a 90-minute timed General Supervisor Exam consisting of two parts: 1) Managerial Writing Skills; 2) Critical Thinking Skills. The assessments are administered unproctored and online. Questions are multiple-choice; candidates select the best answer and can mark items for review.

The General Supervisor Exam will be used to assess the following Supervisory competencies:
  • Written Communication
  • Decision Making
  • Problem Solving
  • Reasoning
Your final rating will be determined by your cumulative score on the Supervisory exam. All applicants will be contacted via email to complete the General Supervisor exam. Applicants who do not complete the entire exam will be removed from consideration. To be considered for the position, you must demonstrate minimum proficiency and achieve a passing score on the exam. A passing score does not guarantee selection.
