Duties

Help
  • Identifies particular issues that could affect existing cyberspace TCSPs and other emerging cyberspace scenarios and adversary threats that have not yet been addressed in plans.
  • Consults and coordinates with a well-established network of colleagues within and outside the Command to gain better understanding of such issues, including understanding full effects changes may have on partners’ planning.
  • Coordinates proposed TSCP activities with partners to help set up parameters for joint planning.
  • Performs and leads complete studies of major scope, which typically require management and deconfliction of inputs provided by other analysts and by technical and functional SMEs or serves as an expert contributor to projects managed by others.
  • Provides expertise as needed to lead resolution of issues with extending and adapting techniques to fit the needs of planning analyses
  • Assures all work products make appropriate and effective use of the Joint Operational Planning Process (JOPP) to document findings approved by reporting seniors for distribution outside the organization.
  • Utilizes the JOPP to staff proposed planning elements for comment by other stakeholders.
  • Serves as the Directorate and Division expert representative to provide information about current and in-process TSC policy, guidance, strategy, agreements, and doctrine at meetings, conferences, briefings, and seminars with partners.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R.
  • Must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 25% of the time.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
  • 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
  • This is a Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification.
  • The incumbent must complete certification related training requirements in the SC Functional Area (FA) within the timeframe associated with the position's SCW certification level: SC Assessment, Monitoring, and Evaluation (FA) Expert/Advanced Level
  • 1 year (Awareness/Foundational); 2 years (Practitioner, Expert/Advanced); and complete certification-related continuous learning requirements
  • Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.

This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Analyzing current and new policies and guidance to determine discrepancies in existing security cooperation plans. 2) Coordinating activities with partners to aid in joint planning and negotiations, 3) Contributes to contingency and crisis planning operations, peacetime exercises, and work groups that support implementation and refinement of Theater Security Cooperation Plans (TSCPs), 4) Administering the requirements of DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program".
