This position is located within the Sterile Processing Service (SPS) at the Martinsburg VA Medical Center and provides support to the Nursing department. The employee will work as a team member with SPS leadership and other Medical Supply Technicians of various experience levels to carry out the daily work and to accomplish the SPS mission in a timely, cost-effective manner, ensuring that all requirements are met.

Help

The duties of this position include but are not limited to:

  • Oversees and maintains the Electronic Instrument Tracking System (EITS) in SPS.
  • Maintains the EITS database and reusable medical device (RMD) master inventory list.
  • Troubleshoots day to day operation of the EITS, providing assistance to all SPS staff.
  • Functions and communicates effectively with SPS staff, EITS vendor technical support, Biomedical Engineering, OIT, etc. to ensure seamless EITS functionality.
  • Collaborates with SPS leadership to ensure a comprehensive, effective orientation experience and ongoing education of all SPS staff related to the EITS.
  • Creates, modifies and maintains electronic reports necessary for SPS QA & leadership for all reprocessing activities, data mining and requirements for reporting locally to VAMC leadership, VISN and National SPS leadership.
  • Revises work schedule to meet anticipated and unanticipated changes in the workload.
  • Consults supervisory staff as needed keeping them informed of issues.
  • Reports to the supervisor on performance, progress and training needs of employees, related to the EITS and informs supervisor of employees' participation, suggestions, and reactions.
  • Independently prepares the full range of trays and sets necessary to be used in wards, clinic areas, dental clinic and OR.
  • Effectively processes and sterilizes a wide variety of instrumentation, to include implant devices, accordance with SOPs and manufacturer's MIFUs, and ensures implants are quarantined per regulations.
  • Coordinates with logistics staff for the procurement of instrumentation, devices and reprocessing equipment utilizing Electronic Equipment Requests (EER) and Clinical Product Review Committee (CPRC) processes.
  • Attends appropriate committees for communication and approval of RMD for the facility.
  • Oversees the intake of new instrumentation and equipment ensuring the proper information is added to the data base and the RMD master.
  • Oversees the implementation of interfaces between the EITS and all reprocessing equipment.
  • Coordinates RMD repairs, preventative maintenance, recalls, etc. with end users and documents accordingly.
  • Performs Quality Assurance as required to monitor products reprocessed by SPS.
  • Coordinates with end users on RMD usage, turn-over, deficiencies, loaned instruments, needs, etc.

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: MSTs must be proficient in spoken and written English.
  • Basic Experience and/or Education Requirement:
  1. Experience: Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or
  2. Education: One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or
  3. Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:
GS-07:
  • Experience: One year of experience equivalent to the next lower grade level.
Examples of specialized experience include but are not limited to: Receiving contaminated critical and semi-critical RME in the decontamination area; disassembling the RME and determining the correct cleaning method, such as but not limited to ultrasonic cleaners, mechanical washers, cart washers and chemical cleaning/decontamination agents, as determined by manufacturer instructions; inspecting, assembling and determining the correct method and packaging for sterilization such as but not limited to steam, Sterrad, Steris, ETO, and high level disinfecting scope re-processors; performing and documenting daily operational checks and records for all sterilization equipment.
  • Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate the following KSAs:
  1. . Practical knowledge of conventional fact-finding or investigative techniques in order to evaluate internal work processes.
  2. Skill to develop, analyze and evaluate facts relative to unsatisfactory conditions or trends.
  3. Knowledge of and skill in applying various methods and techniques for investigating, analyzing and recommending corrective action on complex quality problems.
  4. Knowledge of the SPS policies and procedural manuals, infection control procedures, and accrediting agencies and quality assurance guidelines to assure appropriateness of work during quality assurance reviews.
  5. Working knowledge of Microsoft Word, Excel and other software programs.
  6. Thorough knowledge of aseptic principles and techniques, which include sterilized operations, sterilizer mediums, and tests to determine the effectiveness of sterilization, packaging, storage, and shelf life.
  7. Ability to communicate orally and in writing to ensure staff compliance with written directives, rules and regulations.

The full performance level of this vacancy is GS-07. The actual grade at which an applicant may be selected for this vacancy is GS-07.

Physical Requirements: This work is performed in various settings: decontamination, preparation, clean sterile supply (preparation) and in other services and departments throughout the medical facility/campus. The incumbent may be required to work in areas that are hot, cold, drafty and poorly lighted. The employee is subject to the possibility of falls, scrapes, cuts, bruises, and other injuries from material handling equipment. The work requires standing and walking during the entire workday and frequent bending and lifting of packages (occasionally weighing as much as 50 pounds). The work requires dexterity and visual acuity for manipulating, disassembly and assembly of instrumentation. On a regular and recurring basis, the employee alternates between a contaminated environment and a carefully controlled clean environment. The employee wears special clothing, hair covers, personal protective equipment and shoe covers that can be uncomfortably warm. The employee uses insulated gloves to remove carts from sterilizers. The employee is subject to burns from accidentally touching hot items. The hazards of working around minute quantities of sterilizing gasses are unknown. The employee often works around body fluids, mucous, excretions and bits of tissue, some of which may be foul smelling. Strong, unpleasant odors are encountered while decontaminating bloody or grossly contaminated instrumentation or reusable medical equipment. The work area is noisy due to the clatter of metal instruments, rumbling of carts and operation of pre-sterilizing equipment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
