Duties

Help

  • Serving as senior technical expert providing analysis and guidance relating to the administration and maintenance of transport systems and services specific to Edwards AFB's network infrastructure necessary to support UC development and sustainment.
  • As senior technical expert, develops complex and advanced plans for the implementation and convergence of UC services impacting voice, data and video operations, commercial circuits and base TDM and VoIP switch operation and expansion.
  • As senior technical expert, researches, analyzes and plans for current and future technology integration and works issues for compatibility and standardization based on current and projected needs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.

Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

OR

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-05 thru GS-11 in the Federal Service. Specialized experience is experience in providing telecommunication technical assistance, planning, funding oversight, monitoring and management of projects and contractors; conducting research and development, testing and evaluation involving telecommunication and related systems; researching data and recommending solutions to novel and unique software issues.


Ideal Candidate:

Strong technical and communications skills with ability to lead multifunctional teams in accomplishing complex projects. Strong troubleshooting skills with experience in collaborating with HHQ Air Force and Defense Information Systems Agency teams. Experience in managing Avaya voice systems and Ciena Optical Networks.
12+ years of experience in voice systems and transport environments
7+ years of experience in Avaya voice
7+ years of experience with Ciena transport equipment


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a full range of telecommunications and networking theories, concepts, architectures, topologies, principles, practices, procedures, policies, standards, performance characteristics, and operational specifications/requirements.
  2. Knowledge of operational and performance characteristics of telecommunications and networking equipment, systems, services, and transmission media to develop procedures/practices for local use; and evaluate product, proposals, and strategies.
  3. Ability to gather facts and effectively analyze telecommunications and networking component interrelationships and evaluate systems, peripherals, applications, and services from an operational and sustainment perspective; and develop concepts and methods to test and troubleshoot equipment and network problems.
  4. Knowledge of associated methods and techniques such as technical documentation, contracting procedures/legal requirements, cost analysis, and budgeting.
  5. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing necessary service and support.
  6. Ability to maintain necessary systems and services documentation, review/revise/develop policy and procedures, initiate plans for enhancements, present research findings, and provide management sufficient technical and cost analysis information, through oral briefings and/or written point papers, to render an informed decision.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
