The National Intelligence Council (NIC) consists of the senior most intelligence analysts and mission managers supporting the DNI in carrying out their responsibilities as the head of the IC and as the principal intelligence adviser to the President.

The NIC ensures customer outcomes by leading advances in analysis, collection, and resources which ensure the quality, timeliness, and utility of insights for the nation's decision-makers.

Additionally, the NIC drives improvements in expertise and tradecraft at all levels of the IC through specialization, integration, and collaboration.

Finally, the NIC drafts and implements the DNI's strategies, direction, and planning to deliver a more integrated IC reflecting the collective wisdom of our analytic and collection components to advance national security objectives.

Major Duties and Responsibilities In support of the Senior Director/National Intelligence Officer (SD/NIO) for AOR, for Analysis for AOR leads, authors, and oversees strategic and tactical intelligence analysis related to AOR.

On behalf of the SD/NIO for AOR, the DNIO-A drafts and coordinates finished intelligence products and leads strategic and tactical analysis for AOR; specifically: On behalf of the SD/NIO, orchestrate and direct Community-wide mid- and long-term strategic analysis on AOR issues.

Serve as a subject matter expert and advise the SD/NIO and other senior IC leaders on all analytical and substantive AOR issues in support of the DNI's role as the principal intelligence adviser to the President.

Oversee IC-wide production and coordination of National Intelligence Estimates and other IC papers (IC Assessments, IC Briefs, and Sense of the Community Memoranda) concerning AOR issues.

Develop and sustain a professional network with IC analysts and analytic managers to ensure timely and appropriate intelligence support to policy customers regarding AOR.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

  4. How has a strong work ethic contributed to your professional, academic or personal achievements? Provide one or two specific examples and explain how those qualities would enable you to serve effectively in this position.

Qualifications

Mandatory Requirements:

Expert capability to direct interagency, interdisciplinary IC teams against a range of analytical issues.

Superior interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic and policy-support projects.

Superior ability to produce analytic finished intelligence related to the subject matter issue, either as lead analyst or manager of analysts, and broad knowledge of the role of intelligence analysis within the IC.

Expert ability to work with and fairly represent the IC when analytic views differ among agencies.

Deep understanding of relevant allied and partner relationships and priorities, along with the ability to represent ODNI and the IC in various fora at all levels.

Extensive communication skills, including ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization, including domestic and foreign partners, and to give oral presentations and to otherwise represent the ODNI, MI, and/or NIC in interagency meetings.

Superior oral and written communication skills, including the superior ability to clearly convey complex information and technical data to all levels of USG management and foreign partners.

Superior negotiation skills and the superior ability to build consensus, work effectively, and independently exert influence to major ODNI stakeholders.

Must possess current TS/SCI with CI Polygraph.
