Current permanent employees of DON, DoD Military Spouse Preference (MSP) eligibles, DoD Military Reserve (MR) and National Guard (NG) Technician Preference eligibles and DoD Retained Grade Preference eligibles, and VEOA eligibles.
You will serve as the senior Subject Matter Expert (SME) on Clean Air Act (CAA) and Natural Resource Damage (NRD) challenges.
You will provide issuance of Navy-wide guidance.
You will provide support for the full range of Planning, Programming, Budgeting, and Execution (PPBE).
You will provide oversight of assigned programs.
You will provide analysis of trends, risks, and opportunities.
You will be responsible for the evaluation of technologies and practices associated with Navy's ashore compliance programs.
You will ensure the Navy remains compliant with all air emissions from Navy's stationary and mobile sources legislation and regulations.
You will work to maintain the Navy's compliance to operate and train, further increasing fleet and shore readiness.
You will provide guidance and oversight of the CAA, Ozone Depleting Substances, Greenhouse Gas Metrics and Mitigations, and Indoor Radon programs.
You will represent the Navy at program management and technical meetings with other organizations as required on matters related to NRD rules and regulations.
You will work with Navy stakeholders to manage and assure that the programs are fiscally balanced, executable, and operating in compliance with federal, state, and local laws and regulations.
You will serve as a member of the Clean Air Act Services Steering Community.
You will participate in Guidance Development, Resource and Assessment Sponsorship, and Program Oversight as a Subject Matter Expert.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Series 0401 - Professional Biological Science Series:

Series 0819 - Professional Environmental Engineering Series:
