As a SUPERVISORY INDUSTRIAL SECURITY SPECIALIST (CHIEF OF OPERATIONS) you will be responsible for the following duties:

  • This position devotes a minimum of twenty-five percent of its time to classical management and supervisory activity in overseeing the work of up to three (3) different GG-14 non-supervisory managers and two (2) GG-13 Mission Support Action Officers, and contractor staff.
  • Provide highly technical authoritative direction and feedback to government and contractor staff, other internal parties and external parties related to due diligence, business and security research, associated analytical techniques, and related processes and procedures.
  • Provides authoritative advice and consultation to senior management within DCSA, to high level officials in the defense industry, vendors and personnel in other agencies affected by the DCSA mission.
  • Identify areas for improvement, determines appropriate course of action and implement solutions. Areas for improvement may include workflow enhancements, organizational structure changes, additional resource requests, policy changes, additional training needs and updates to guidance.
  • Serve as a Functional Service Manager (FSM).
  • Oversee Entity Vetting (EV) customer engagements, satisfaction, feedback and ensure the incorporation of results into day-to-day EV activities.
  • Participate as part of the EV Senior Leadership team, which decides the direction of all EV operations, including KPIs, standard operating procedures, annual projects and space allocations.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/ GG-14) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:

  • Demonstrating significant experience with industrial security (primarily the National Industrial Security Program (NISP)) or experience with industrial security AND other security disciplines or significant experience in business, including but not limited to legal practices, mergers & acquisitions, business operations, finance/accounting, auditing, or due diligence.
  • Managing a portfolio, projects, programs, or systems.
  • Applying a broad understanding of security, intelligence, and business, as well as the ability to understand workflows, metrics/production requirements, and needs analysis.
  • Leading or significantly contributing to training others or leading and mentoring others, particularly medium to large teams comprised on diverse personnel, such as civilian/contractors or cross-generational.

Specifically you will be evaluated on the following competencies:
1. Strategic Thinking- Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organization goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.

2. Risk Management- Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.

3. Planning & Evaluation- Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

4. Program Security- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

5. Accountability- Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and delegates work. Accepts responsibility for mistakes. Complies with established control systems and rules.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Mission Statement
The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows:

- Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities
- Identify and neutralize foreign intelligence threats to the USG's trusted workforce and critical technologies

- Execute enterprise management responsibilities for DoD Security and Insider Threat Programs.
