Duties

Help
  • Formulate and execute labor management strategy related to development and implementation of Agency initiatives.
  • Advise Senior Executives on labor management strategy and execution and consult with program managers to ensure outcomes protect management interests.
  • Represent the Bureau in formal impasse proceedings when bilateral agreement is not possible.
  • Manage and supervise a labor relations program.
  • Analyze changes in legislation, court decisions, Federal Labor Relations Authority case law, OPM regulations, and Departmental policies.

Qualifications

Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: Advising senior executives on labor management strategies to implement mission-critical initiatives; Represent the agency or serving as a technical representative in mediation before the Federal Mediation and Conciliation Service and/or in an interest arbitration or Federal Service Impasses Panel hearing; Representing management in a formal grievance procedure or in an alternative dispute resolution procedure; Negotiating resolution and/or settlement agreements; Representing the agency or serving as a technical representative in third party proceedings; Establishing and/or managing a labor management partnership program; Sustaining a collaborative working relationship with a union; and Leading or managing a team of labor relations specialists.

Education: cannot be substituted at this level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
