Duties

Help
  • You will assist the Contracting Officer in analyzing Contractor proposals to support pre-negotiation objectives and final agreements.
  • You will participate in the acquisition process as a member of the Acquisition Team
  • You will be responsible for overseeing the contractor’s performance and ensuring the contract is carried out correctly, including verifying that all financial and technical requirements are met in accordance with the contract.
  • You will inspect and accept services and supplies, review contractor invoices, and confirm that charges are allowable, reasonable, and applicable.
  • You will use quantitative and qualitative methods to conduct price, cost realism, and technical analyses of contractor proposals and incorporate findings into comprehensive Technical Advisory Reports (TARs).
  • You will maintain files for each assigned appointment containing event logs, monthly status reports, invoice substantiation, inspection records, and similar documents.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the DAWIA Program Management (PM) career field at the Practitioner level is required within four years.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position requires computer training and operation of Navy unique programs/systems.
  • You will be required to obtain and maintain a current SUBSAFE certification.
  • The incumbent of this position may be required to participate in special projects or other duties as assigned.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector overseeing and evaluating contractor performance, ensuring work is completed on time, within budget, in compliance with procurement and acquisition laws, and meets quality and safety standards throughout the contract lifecycle.

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting in the oversight of contracted work, supporting efforts to ensure work is completed on time, within budget, complies with procurement and acquisition laws, and meets quality and safety standards.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related

GS-09:

Master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., if related

This is an obligated position. The former incumbent has return rights to this position under PL 86-585.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

This position requires exposure to high noise levels.
