Duties

Help

For GS-11 & GS-12:
The primary purpose of this position is to conduct comprehensive manpower and organizational analyses of a wide diversity of organizations. To maintain an account of valid manpower requirements in compliance with resource allocation and organization policy and to conduct analysis evaluation and project management within the Manpower and Organization Flight assigned to the Force Support Squadron.

GS-09:

  • Plans, develops, and conducts organizational structure, workforce staffing/utilization, and/or space utilization studies or portions of studies of the serviced organization(s), to improve and simplify processes and maximize resources utilization. Conducts studies of a limited scope to identify, analyze, and recommend valid solutions to problems in organization structure and/or workforce utilization.
  • Conducts work measurement, methods and procedures, manpower requirements utilization, and/or engineered time standard studies for issues or problems of a procedural or factual nature, (e.g., travel voucher processing, workflow through closely related units, etc.). Applies accepted techniques and methods to accomplish time and motion, task analysis, flow charting of work processes, and similar studies to assess workload and productivity.
  • Conducts competitive sourcing studies i.e., Commercial Activities, cost comparison, direct conversion, etc., management surveys, and/or research projects of a limited scope and provides advisory services on procedural and relationship issues that deal with readily observable program conditions. Conducts interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
  • Assists in performing internal management support services in the areas of program cost monitoring, annual fiscal planning (e.g., Defense Planning Guidance (DPG), Planning, Programming, and Budgeting System (PPBS) cycle, etc.), and development of annual work plan(s) for organization(s) of limited scope. Actively participates with management in preparing detailed plans, budgets, and/or schedules for assigned programs of limited scope.
GS-11 & GS-12:
  • Studies the structure and/or functions of organizations with interrelated work processes or functions to improve processes, maximize resources utilization. Resolves substantive issues of moderate scope, and proposes new process flows, organizational structures, realignment of functions, solutions to space/supplies/equipment issues, and/or staffing levels. Plans and conducts comprehensive analytical studies of assigned organization(s) or significant segments of several major management functions to develop improvements in organizational structure and/or staffing level efficiency.
  • Prepares detailed plans and performs work measurement, methods and procedures, manpower requirements utilization, benchmarking, and/or time engineered studies for substantive work processes and functions that are interrelated to improve production efficiency. Independently performs or participates as a key analyst in studies of broad scope in one or more of the following types of studies: work measurement, methods and procedures, engineered time standards, operational auditing, time and motion studies, historical review, supplier capability, product and service quality, CPI events or benchmarking.
  • Designs, plans, and facilitates CPI events, manpower assessments, management surveys, and research projects, providing advisory services of a wide variety on substantive issues with moderate scope, complexity, and impact, assessing the overall effectiveness of program operations. Actively participates and assists in reviews and studies to determine the most efficient and cost-effective means of accomplishment.
  • Provides substantive management support services in the areas of strategic planning alignment, program manpower cost analysis, annual and multi-year fiscal planning, development of annual and multi-year fiscal planning (e.g., Defense Planning Guidance (DPG), Planning, Programming, Budgeting System (PPBS) cycle, etc.), development of annual work plan(s), and/or commercial activity for organization(s) whose operations are interrelated and fairly stable. Actively participates and assists with application of Manpower Standard/Determinant application to prepare detailed plans, budgets, and/or schedules for assigned programs.

Qualifications

** This is a developmental position with known promotion potential to the target position of 9U9GK28, Management Analyst, GS-0343-12. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.

  • Examples of specialized experience include: applying knowledge of management and organization principles and theories, including standardized administrative practices and procedures common to the organization or area of responsibility; applying conventional methods to gather, analyze, and evaluate information concerning management processes, draw conclusions, and recommend appropriate action; applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
  • OR EDUCATION FOR GS-09: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
  • OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-09: Less than the full amount of specialized experience described in the job opportunity announcement; however and have at least one year of progressively higher-level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.

SPECIALIZED EXPERIENCE FOR GS11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems.
SPECIALIZED EXPERIENCE FOR GS12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
  • Examples of specialized experience include: designing, planning, and facilitating CPI events, manpower assessments, management surveys, and research projects, applying CPI analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; applying pertinent laws, regulations, instructions, policies, and precedents which affect the use of program and related support resources; adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; developing new or modified work methods, organizational structures, management processes, and/or program administration procedures.

OR EDUCATION FOR GS-11: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-11: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

For GS-09:
1. Knowledge and skill in the application of DOD, Joint, and AF management engineering principles, concepts, and methodologies and basic financial management directives, concepts, procedures, guidance, and policy.

2. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature to devise organizational structuring options for organizations of a limited scope.

3. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.

4. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.

5. Ability to access or locate information through the use of a personal computer and software programs.

FOR GS11 & GS 12:
1. Knowledge of Department of Defense (DoD), Joint Service and AF management engineering, organization and CPI principles, concepts, and methodologies.

2. Knowledge of process improvement techniques such as Lean Six Sigma, benchmarking, metric/statistical analysis, and process flow charting.

3. Skill in applying analytical and evaluative methods and techniques used to resolve complex problems of a broad range of functional areas related to CPI.

4. Ability and skill using PC to operate data base management systems, requirements analysis, and data manipulation and extraction techniques.

5. Ability to communicate effectively both orally and in writing; skill in conducting interviews with employees, supervisors, and management officials at MAJCOM and HQ USAF to obtain information about organizational missions, functions, and work procedures.

6. Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
