Duties

Help
  • Manages the acquisition and resourcing efforts for enterprise and tactical C5ISR systems supporting global mission requirements
  • Represents the command's C5ISR programs in the strategic planning and budget formulation process
  • Executes the directorate's annual spend plans spanning multiple commodity areas including Cyber Security, Spectrum Management, and Software Development.
  • Provides executive guidance and management advice on Special Operation Forces (SOF) C5ISR systems.
  • Manages the Integrated Logistics Support Plans (ILSP) for all C5ISR programs to include engineering, training, and maintenance.
  • Presents briefings to senior leaders and distinguished visitors on acquisition and resource management activities.
  • Chairs the Integrated Sustainment Management process to ensure operational readiness of C5ISR capabilities.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a drug testing designated position and requires the incumbent to complete a drug test examination prior to appointment and periodically thereafter.
  • Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
  • May require TDY travel up to 30 days CONUS and OCONUS up to 15% of the time.
  • May require uncommon tour of duty hours, working either fixed or rotating shift which may include evening, weekends, and holidays.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
  • 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
  • Required to obtain Contracting Officer Representatives (COR) certification within six (6) months of assuming position
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes:

Analyzing financial data and budgetary information to prepare reports and documentation supporting the formulation, execution, and acquisition of Information Technology (IT) programs;
and
Evaluating system readiness data and logistics requirements to identify operational risks, forecast needs, and ensure the long-term sustainment of IT systems;
and
Synthesizing technical and programmatic information from internal and external partners to develop program-level reports and prepare materials for strategic briefings.


This definition of specialized experience is typical of work performed at the next/second lower grade/level position in the federal service (GS-13)

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined

  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone, no substitution of education for experience is permitted.
