Major Duties and Responsibilities:

Extend and expand the development of common Intelligence Community (IC) tools for financial and supply chain information.

Promote commercial data access and integration with IC tools-particularly financial data.

Establish, guide, and oversee IC working groups, boards, and committees, as needed, to support accomplishment of corporate and strategic goals as they pertain to economic security and emerging technologies data and tool management.

Provide leadership, guidance, and oversight to project implementation and quality assurance by effectively evaluating and monitoring cost, schedule, and performance, assessing variances from the plan, and overseeing the execution of necessary corrective actions; lead project performance reviews and control gates, gather important information, and make authoritative decisions about required next steps; oversee the development and maintenance of appropriate project documentation.

Represent the DNI or Office on related fora and conduct ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, United States Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives.

Work closely with the IC CDO, Open Source Intelligence Executive, and other stakeholders to ensure synergy and consistency with corporate ODNI data and tools efforts.

Serve as a Contracting Officer Technical Representative (COTR), responsible for a full range of contracting activities across the office to include standards of conduct, acquisition planning, contract start up, contract performance, and contract changes.

Prepare, review, and edit Statements of Work and Government Cost Estimate(s); draft and submit contract requests; prepare and defend budget submissions and spend plan for current and/or future task orders; review and/or validate contractor invoices for payment; manage contractor vacancies.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Qualifications

Mandatory Requirements:

Extensive experience in providing leadership, oversight, and guidance to the effective management of complex projects; in managing and mitigating risks, assessing customer requirements, identifying dependencies, and developing responsive project plans; in estimating costs and other resources using quantitative analysis to project requirements.

Extensive program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, identify needs and requirements, and develop non-linear process improvement recommendations for implementation across the Intelligence Community

Demonstrated ability to generate performance metrics, coordinate, and integrate execution of implementation plans; oversee change management process.

Experience leveraging non-government capabilities to address key data and tool needs.

1 year of federal contract management experience.

Desired Requirements:

Significant experience developing and implementing data acquisition, management and sharing and safeguarding strategies, policies, and standards within the IC and with a wide range of external partners.

Technical background in Data Management, Information Technology, Information Management, or Data Analytics-related disciplines strongly desired.

Outstanding interpersonal and negotiation skills, and the ability to build consensus, work effectively, and independently exert influence to major stakeholders.

Superior oral and written communication skills, including the ability to clearly convey complex information and technical data to all levels of management.

Project Management Certification.

Bachelor's degree or equivalent experience as determined by mission specialty area.
