This position is open to current military members of the Active-Duty Air Force, Air Force Reserves and Air National Guard (to include the Wisconsin Air National Guard) that are eligible to enlist in the Wisconsin Air National Guard.
As a EMERGENCY MANAGEMENT SPECIALIST - Title 32, GS-0089-9, you will execute the Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency response, logistics, and training programs. The position develops, manages, and executes the EM programs, ensuring all military, civilian and contract personnel are trained and equipped to support home station and worldwide contingency operations.
MAJOR DUTIES:
1. Assists in the development and coordination of plans and procedures for implementation and execution of the RED HORSE Emergency Management Plan (IEMP 10-2).
2. Assists in conducting initial/recurring training for functional areas of EM.
3. Maintains Emergency Management response equipment, training resources, and supply inventories.
4. Collaborates with on and off-base units and agencies, on EM programs, policies, and procedures.
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Conditions of Employment:
May be required to successfully complete a probationary period.
Must be able to obtain and maintain a Secret security clearance.
Must have successfully completed or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.
Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position.
May be required to be certified on and wear emergency protective equipment IAW DOW guidance.
May occasionally be required to work other than normal duty hours.
Qualifications
GENERAL EXPERIENCE: Experience that prepares the applicant to perform the duties of the position.
SPECIALIZED EXPERIENCE: To qualify for the GS-0089-09 level, you must have at least 24 months of experience, education, or training involving the development, management and execution of Emergency Management programs, ensuring all military, civilian and contract personnel are trained and equipped to support home station and worldwide contingency operations. Experience with programs and work which include areas such as preparedness and response, training and exercises, activation and mobilization of resources, ongoing emergency and command operations, response and recovery operations, continuity planning and operations, uninterrupted execution of mission-essential functions, communications, logistics, hazard risk assessment, hazard effects, hazard classification, and collaborating with stakeholders and partners (e.g., Federal, State, Local, Territories, Tribes, international entities, foreign governments, community groups, non-governmental organizations, and the private sector). Experience with occupant emergency planning, crisis management, continuity of operations and government, mission assurance, and resiliency activities.
