Employs advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs.
Establishes study methods and techniques to be utilized in complex studies and audits.
Provides higher management with reports, evaluated information, budgetary proposals and similar products necessary for effective direction of program operations.
Analyzes and evaluates the effectiveness of complex program operations in meeting goals and objectives.
Advises management of unique conditions and issues which affect program activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations and procedures.
U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

You qualify at the GS-11 level, if you meet one of the following qualification requirements:
A. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Analyzing the effectiveness, efficiency and productivity of conventional problems involving program operations. 2) Reviewing the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations. 3) Gathering and organizing statistical information to improve the effectiveness and efficiency of program operations. AND 4) Drafting recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations.
OR
B. Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such
a degree or an LL.M., if related.
OR
C. A combination of education and specialized experience that meets the qualification requirements for this position.
