Duties

Help

  1. Performs financial analyses and prepares a variety of reports and related documents.
  2. Monitors cash controls. Reviews cash controls and conduct surprise cash counts.
  3. Conducts internal control reviews (ICRs) developed locally and by higher headquarters to determine if internal controls are efficient and effective in detecting and preventing fraud, waste, abuse, and misappropriation of funds.
  4. Reviews Nonappropriated Fund (e.g., income and expense, capital requirement, and cash flow) and Appropriated Fund budgets of all supported Services activities/programs, such as bowling center; child development center; athletic and youth programs; lodging; and officers, and enlisted clubs.
  5. Performs a variety of tasks related to financial planning and administration of accounting systems covering operations and expenses of supported Services activities.

  • the employee must have a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
  • The ability to deal effectively with people at all levels and in all functional areas is required.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in professional accounting practices, methods, and budgetary processes, in accordance with Generally Accepted Accounting Principles (GAAP) and regulations governing Nonappropriated and Appropriated Funds. Experience also includes gathering, analyzing, and interpreting financial information to produce written reports, statements, and briefings. This background is supported by the ability to conduct oral presentations and training, utilize computer software for spreadsheet analysis and database management, and strategically relate budget entries to organizational goals.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION:
Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR
COMBINATION OF EXPERIENCE AND EDUCATION:

at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Professional knowledge of accounting practices, methods, and techniques and generally accepted accounting principles and standards.
  • Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes.
  • Knowledge of Nonappropriated Fund laws and regulations governing Nonappropriated Fund accounting procedures.
  • Knowledge of nonappropriated and appropriated funds and common small business (such as payroll, purchases, sales, and services) accounting principles and procedures.
  • Ability to gather, assemble, interpret, and analyze financial management information and present it in written reports, statements, and platform briefings.
  • Ability to make oral presentations on the budget, and conduct budget-related training to a variety of audiences.
  • Ability to use computer operations, electronic communications, spreadsheet analysis, and database creation and utilization to prepare reports, schedules, and statements.
  • Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks.
  • Skill in relating entries in the budget to the mission, structure, goals, work processes, and program of support activities/organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-02 equivalent to a GS-05 to GS-11.
