Summary

The Tennessee Valley Healthcare System is hiring a Chief Financial Officer (CFO) to join the team.The primary purpose of the CFO is to direct a program for the management of the financial resources of the VA. These financial services include internal financial auditing, accounts receivable and payable, payroll, cashiering, accounting, budgeting, managerial-financial analysis, employee travel and active participation in overall Medical Center planning and decision-making activity.

This is not a remote or virtual position; you must live within or be willing to relocate within a commutable distance of TVHS.

The Chief Financial Officer provides top management, as well as all secondary levels of management, with staff advice and assistance in comptroller, manpower, and internal controls matters. Consults with management and advises subordinate activities on major program activities, objectives and goals, priorities, identification of needs, resolution of problem areas, and other matters to assure optimum management of the health care system resources within the framework of legislative, VA and VACO requirements, policies, procedures and guidance. Scope of the program includes workload analysis, budget formulation, development and execution management, financial and accounting policy, accounting; management analysis, data oversight, program review and analysis, manpower and workforce structure management and execution of management control programs.

The duties of this position include but are not limited to:

  • Plans, directs, coordinates, and evaluates facility financial activities
  • Serves as SME, providing technical guidance to develop facility budget; ensuring compliance with VA policies
  • Provides support, advice, coordination for revenue activities
  • Proactively works with executive leadership and chiefs to provide data to assist with budgetary decisions
  • Assesses financial performance and cost effectiveness through assimilation of budgetary and accounting data systems
  • Makes recommendations and implements initiatives to re-engineer, share, and conserve resources
  • Provides direction, guidance, and oversight to service staff
  • Participates in facility and VISN committees
  • Provides budget briefings to executive leadership, VISN, service chiefs, and to front line employees.??????
  • Examining and reporting upon work progress and program accomplishment in financial terms
  • Develop performance standards and evaluate performance
  • Giving advice and guidance in accomplishment of assigned missions to ensure efficiency and effectiveness
  • Hear and resolve complaints and effects discipline as necessary
  • Assures consistency in the interpretation and application of financial management regulations and procedures

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirements: This occupation also has Individual Occupational Requirements. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for the GS-0505 occupational series, applicants MUST have one of the following minimum qualification requirements for the Accounting Series GS-0510:

  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
ADDITIONAL QUALIFICATION REQUIREMENTS: In addition to the Time-in-Grade Requirement and Individual Occupational Requirement, you must also meet the specialized experience requirement as described below to qualify for the Financial Manager position at the GS-14 grade level.

You may qualify based on your experience as described below:

SPECIALIZED EXPERIENCE: You must have one (1) full year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization? Qualifying specialized experience is defined as:
  • Developing, implementing, directing and managing projects and administrative operations of a large decentralized organization.
  • Experience in managing the function of work to be performed, leading, directing and assigning work of personnel.
  • Developing local budget instructions and policies within the framework of mandatory requirements.
  • Monitoring the operation of the data processing systems interface for information exchange between pay systems.
  • Performing test audits to determine validity and accuracy of accounting records and application of accounting controls.
  • Analyzing problems, gathering and coordinating information, and integrating independent recommendations and actions.
  • Analyzing operating costs and distributing operating funds.
  • Use of theory, principles, concepts and practices of financial management.
  • Experience with legislation, statutes, regulations, policies and procedures to develop policy documents.
  • Experience with concepts, principles, practices, laws and regulations which apply to budgeting for substantive national programs and services.
Preferred Experience: Has experience at a 1a VA facility as a CFO or DFO

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary, with walking visits to various customer locations throughout the facility. No special physical effort or ability is required. Work is performed in an adequately lighted, heated, and ventilated office setting. Occasional trips to other buildings will be required which may expose incumbent to typical weather for the area for a brief time.
