This position functions as a journeyman Locksmith within the Maintenance and Operations Section of Engineering Service. The Locksmith performs complex tasks involved in building, repairing, overhauling, modifying, adapting, testing, and installing a variety of locking and security devices typically found on doors, desks, compartments, mobile equipment, safes, and other secured locations for the Marion VA Healthcare System and its surrounding Community Based Outpatient Centers (CBOC's).

Major duties and responsibilities include:

  • Install, repair, and maintain installed lock systems.
  • Inspect, repair, and install all types and functions of locks throughout the medical center including doors, lockers, cabinets, sliding doors, padlocks, electric panel locks, safety locks, tubular, cylindrical, combination and emergency locks.
  • Provide construction locks and ensure completed jobs are keyed into the hospital master key system.
  • Maintain master key system using the unique process associated with each type of high security lock, and originates working keys using high security, restricted, and patented key control.
  • Ensure the safekeeping of master keys, codes, combinations, and charts identifying lock locations.
  • Determine the correct door closer for door size, weight, swing, and operations. Install and maintain various types and manufacturers of door closures.
  • Perform the full range of work in the installation, repair, maintenance, and modifications of a wide variety of commercial and residential locking devices with varying makes and models found in doors, safes, vaults, mobile equipment, and secure areas.
  • Troubleshoot and repair electronic locks and keying devices using electronic test and repair equipment.
  • Serves as an expert in physical security locking systems, capabilities, and functions.
  • Ensure compliance with directives in inspections and maintenance of VA-approved security containers and vaults.

Work Schedule: Monday-Friday, 7:00 am to 3:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/30/2026.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

  • Interpret Instructions, Specifications (includes blueprint reading)

  • Troubleshooting
  • Use and Maintain Tools and Equipment

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: The work requires the incumbent to be able to lift 50 pounds and physically able to walk, bend, stoop, stand, and work in close spaces for long periods of time. The incumbent must have normal hearing and vision (with or without glasses) and possess good dexterity and coordination between hands and eyes. The incumbent works in a fully secured lock shop containing all required tools, equipment, and materials. The remaining time spent working is in the field both indoors and outdoors. Exposed to the possibility of cuts, abrasions, scrapes, and bruises. Wears shields for protection when operating the key cutting machine and electric grinder. Observes all safety precautions.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
