Community Care is an integrated interdisciplinary environment with clinicians, registered nurses and administrative staff who work collaboratively to coordinate care for veterans outside the VA medical center and community-based outpatient clinics (CBOCs).

Help

The primary purpose of this position is to serve as the Assistant Chief for the Community Care Service. The incumbent provides additional management and administrative oversight for the healthcare delivery system associated with the Care in the Community program. The incumbent works closely with the Service Chief to ensure continuity and timely healthcare delivery for patients across significant service-delivery areas. Duties include analyzing and evaluating program operations along with advising and coordinating healthcare delivery systems on behalf of the service.

Duties include, but may not be limited to the following:

  • Works closely with the Service Chief with budgeting oversight by developing special projects and reports which encompass areas related to identifying potential and/or immediate cost savings for the facility.
  • Duties include performing budget analysis, projecting and forecasting, analyzing staffing and operational needs, contracting, and provider relations.
  • Collaborates with local leadership and makes recommendations regarding allocation of resources.
  • Regularly briefs the Service Chief, local facility leadership, and VISN leadership on budget and resource allocations.
  • Develops resource projections and prepares budget submissions.
  • Allocates all available resources to achieve optimal outcomes in access to care and the veteran experience.
  • Analyzes the fiscal impact of proposed policies and recommend options.
  • The incumbent works closely with the Service Chief involving resource allocation decisions to include FTEE ceiling, salary budget, supply budget, equipment budget, space utilization, maintenance contracts, etc. This includes analyzing and measuring the resource needs and making recommendations based on staffing needs.
  • The incumbent performs in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-offs, and exploration of alternative methods of funding to ensure that program objectives are met.
  • Works closely with the Service Chief in the overall management health care delivery system of Community Care operations. The incumbent works closely with the Service Chief and Executive Leadership Team (ELT) to develop and implement both short and long-term clinical strategic goals, priorities and plans.
  • Contributes to the development of program related activities involving education, deployment and sustainment of clinical initiatives, clinical efficiency, revenue enhancement, veteran enrolment, access to care, and cost containment.
  • Responsible for working with people effectively and dealing with patient complaints to assure a positive outcome.
  • The incumbent exercises technical and managerial control on behalf of the service. Plans and assigns work to be accomplished by community care management and staff. Approves short and long-term work plans developed by supervisors.
  • Develops and maintains annual staffing plans and assists leadership in forecasting the impact of staff changes and developing countermeasures to mitigate the effect of staff shortages on access to care.
  • Review and evaluate system-wide training plans to optimize performance.
  • Evaluates the performance of direct reports and initiate appropriate action in order to reward, guide, or provide counsel. Contributes to organizational depth by developing individuals for more complex assignments and responsibilities.
  • Performs other related duties as assigned

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the range of national administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs; Specialized knowledge of VA/VHA Missions and all aspects of Community Care principles; Mastery of VA administrative procedures and experience in making decisions and/or recommendations; Knowledge and proficiency in the utilization of a variety of VA software packages including VISTA, CPRS, Heath Share Referral Manager (HSRM), Provider Profile Management System (PPMS), and Electronic Claims Adjudication Management System (eCAMS); Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is mostly sedentary and involves very little physical effort. At times, duties may require extensive walking per day to meet with the VAMC Executive Leadership, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to the CBOC or Health Care Centers and community resources are necessary and will involve transportation via station vehicle or privately-owned vehicle.
